- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ) SB1341-15-RQ-0446. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 423830, with size standard of 100 employees. The Government anticipates awarding Firm Fixed Price Contract. BACKGROUND: The National Fire Research Laboratory (NFRL) will conduct large-scale experiments on the performance of structures exposed to fire. An articulating boom lift is necessary to reach 60 foot high ceilings for installation and maintenance of instrumentation and equipment. DESCRIPTION OF ITEM TO BE ACQUIRED: The Engineering Laboratory intends to acquire one, 60-foot articulating man-boom lift. Failure to do so will be at the Offeror's own risk. The Contractor shall provide FOB Destination pricing. 1) All quotations must clearly demonstrate compliance with the CLIN structure and this solicitation. Point of Contact will be designated at Award. 4) Inspection/Acceptance: Acceptance will be based upon satisfactory delivery and proper functioning of requested item (See FAR 52.212-4(c)). 5) All quotations must reference the Request for Quote number NB733060-15-02223-1. 6) Quoters shall submit documentation showing that they are authorized resellers of the requested items or manufacturer of proposed brand. Quoters submitting quotes based on a teaming agreement shall submit the Teaming Agreement of the parties and also the documentation showing that one party of the teaming agreement is an authorized dealer of the requested brand. 7) Complete and submit Representations and Certifications (FAR 52.212-3 or a written confirmation that Representations and Certifications are current in https://www.sam.gov/portal/public/SAM/ DUE DATE: Responses are due on August 13, 2015 at 12:00 PM, EST Time. No quotes will be accepted after the response time. EVALUATION CRITERIA: The Evaluation Factors are as follows: • Factor 1 - Technically acceptable. • Factor 2 - Past Performance and Specialized Experience. • Factor 3 - Price. BASIS FOR AWARD: This requirement will be awarded to the offeror who provides a technically acceptable quotation at the lowest price. The contracting officer intends on awarding without discussions. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with this solicitation.
