- USDA, ARS, Pullman, WA intends to award a sole source purchase order to Los Gatos Research, 67 East Evelyn Avenue, Mountain View, CA 94041-1529 for an Enhanced Performance Isotopic N2O Analyzer. We are currently using an enhanced performance N 2 O/CH 4 analyzer on another research project. We have a need for an additional unit that measures isotopic N 2 O. This measurement is an important tool that can help determine the distribution of 15 N in N 2 O. The isotope distribution can provide information about the geochemical cycle of N2O because biological and chemical processes have distinct isotopic signatures. Having the isotopic and non-isotopic units from the same vendor also provides savings in personnel training, instrument maintenance, and support. It is also the same unit used by collaborators at other LTAR sites, providing animportant cross-site research capability. As far as we are aware, this is the only laser based unit that can measure isotopic site-specific 15 N, 17 O, and 18 O as well as N 2 O using off-axis integrated cavity output spectroscopy (OA-ICOS). OA-ICOS is patented by LGR and provides measurements in rugged environments at fast rates due to the off-axis technology. This product is sold through Los Gatos Research. This unit exceeds the analytical goals of the project. It is set apart from other laser based measurements by its precision, enhanced thermal performance, and ruggedness, and analyzes faster than other instruments. The working temperature range and realistic measurement technique in the field make it the most reasonable choice for agricultural field research using laser based technology. This unit does not require sub-nanometer optical alignment. This unit can provide absolute accuracy of 0.03% or better of the measured mole fraction. The USDA is looking to find other potential distributers of the mentioned item that can meet our need. Our justification to award is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.
