Description: a) Introduction The United States Air Force Space and Missiles Systems Center Global Positioning Systems Directorate (GPSD) is investigating the development of a Modernized Protection Device (MoPD), a next-generation cryptographic processor for Modernized GPS User Equipment (MGUE) that will provide M-Code capability. MoPD is a GPSD initiative intended to allow more companies, including small businesses, to compete in the military GPS market. The objectives of this effort are to reduce unit cost, power requirement, and time and effort required for an MGUE receiver to obtain security certification. Each MoPD implementation may be tailored by respective MGUE vendors based on power constraints and mission-specific needs, thereby increasing flexibility and upgradeability. Development of MoPD is anticipated to be led by the GPSD, which will work collaboratively with Sandia National Laboratories (SNL) to define the system security architecture to meet the MGUE security, information protection, interface, functionality, and performance requirements. This architecture and associated design files would ultimately be available by request as Government-Furnished Information (GFI) to any U.S. GPS vendor approved by the GPSD, after they have demonstrated a need to know, for integration into their MGUE receivers. Development of MoPD will be implemented in concert with the GPS industry. Current and potential future MGUE vendors would be able to participate in quarterly Industry Day events to learn about the latest MoPD developments, and afforded the opportunity to provide feedback and suggestions that may be incorporated into the MoPD design. NAICS: 334511 (Size Standard - 750 employees) b) Purpose This is an invitation for all potential MGUE vendors to participate in the first MoPD Industry Day event to be held on 1-2 September 2015 at Los Angeles AFB, California. c) Industry Day The GPS Directorate will be hosting a two-day event to provide interested parties an opportunity to better understand the MoPD concept and current development plans. Additionally, the GPSD intends to have one-on-one sessions with individual companies. General Briefing (Day 1) Representatives from the GPSD and SNL will be present to discuss topics including: • What is MoPD? • Differences between MoPD and Key Data Processor (KDP) • MoPD development plan and schedule • Options, requirements and assumptions for MoPD development • Range of applications in which MoPD is expected to work • Manufacturing The complete agenda will be sent out to all interested parties one week before the Industry Day event. One-on-one Sessions (Day 2) Each company will have a 50-minute one-on-one session with representatives from the GPSD and SNL. Companies will have opportunities to ask questions and provide feedback on MoPD's suitability and usefulness. Feedback provided at this early stage is critical in evaluating MoPD's current development efforts, with the purpose of maximizing MoPD's benefit to MGUE vendors in the future. The Government mandates participation from its Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors, during the Industry Day briefings. Specifically, Aerospace Corporation, Mitre Corporation and Gnostech Inc. contractors will be present during the general briefing and one-on-one sessions. The general briefing on day 1 will be held at the "For Official Use Only" classification level, and one-on-one sessions on day 2 will be held at the "Secret (U.S. only)" classification level. Attendance at Industry Day and any discussions or release of information is strictly voluntary. This announcement is not a formal solicitation and is not a Request for Proposal (RFP); if applicable, this will be announced at a later date. There is no decision to develop an RFP for the effort in this sources sought notice and is for information and planning purposes.
