- SUBJECT: P803, Aircraft Maintenance Hangar Alterations and Special Access Program Facility (SAPF), Kadena Air Base, Okinawa, Japan SOLICITATION NUMBER: W912HV-15-B-0020 RESPONSE DATE: 09 September 2015 GENERAL INFORMATION: The U.S. Army Corps of Engineers, Japan District is providing a Pre-solicitation Notice for a forthcoming Design-Bid-Build (D-B-B) Construction Project entitled, P803, Aircraft Maintenance Hangar Alterations and Special Access Program Facility (SAPF), Kadena Air Base, Okinawa, Japan. This announcement is NOT a solicitation but rather a notification for the forthcoming solicitation as required by Federal Acquisition Regulation (FAR) 36.213-2. NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. DESCRIPTION OF WORK: This project constructs a Special Access Program Facility (SAPF) addition to Hangar 3 (Building 762) for the Marine Wing Liaison Kadena (MWLK) and renovates the existing facility for maintenance of new Marine Corps Joint Strike Fighter (JSF) aircraft, administration and squadron operations. Construction includes floor slab on pile construction, structural steel frame and masonry walls and roof structure, interior utilities, exterior utilities, fire protection, communications extension and necessary support for mechanical room addition to the squadron hangar space. This project will also include general hangar by lighting, painting and epoxy hangar floor painting and each aircraft space will require spot electrical and HVAC supported by a 20-ton unit to support aircraft maintenance. The magnitude of construction is between ¥1,000,000,000 (Japanese Yen) and ¥2,500,000,000 (Japanese Yen). SOLICITATION INFORMATION: 1. This solicitation will be issued on or about 10 August 2015 with bids due on or about 09 September 2015. Solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities (FedBizOpps). In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website at http://www.fedbizopps.gov/. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. You must be registered in the System for Award Management (SAM) in order to receive an award from this solicitation. The SAM website can be located at https://www.sam.gov. NAICS Code 236220. 2. Companies that have not submitted Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website: http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx to download the Bidders Mailing List Application. Such companies shall be required to complete Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this solicitation prior to or at the time of bid/proposal submittal.
