- NASA Glenn Research Center (GRC) has a requirement for training courses entitled InsideOut Coaching Workshop and an InsideOut Coaching Certification Class.NASA intends to issue a sole source purchase order for these courses to InsideOut Development under the authority of FAR Subpart 6.302-1. This specific training supports the agency and GRCs coaching model. This coaching approach is already being used for leadership and supervisory development programs at the agency level and at GRC. InsideOut Coaching courses have been taken by many employees and furthering this training will provide a consistent coaching technique which is critical to achieving standardization, efficiency, and effectiveness across the agency. This is a simple model that can be quickly learned and immediately applied. The license for this training is proprietary and can only be taught by a certified trainer in this methodology. Market research and Internet searches yielded no other InsideOut training available from any other vendor since this is patented methodology. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12. Background: Various NASA Centers, to include GRC, have been using the InsideOut coaching model in an effort to achieve standardization and efficiency across the agency. This coaching approach is also used in the agencys T.H.R.I.V.E. (Transforming Human Resources Into Visionary Engagers) program. Supervisors by nature, do not have the coaching skills to help improve employee performance. They tend to come from technical backgrounds and often lack the skills to have critical conversations with their employees regarding performance, behaviors and other interpersonal issues.This lack of addressing issues as they arise, further erodes performance into a downward spiral causing poor relationships between the employee and their supervisor, lack of motivation, and degradation of morale. Course Objectives: Upon completion of the courses, students shall be able to: InsideOut Coaching Workshop Learn and apply the principles of the InsideOut Coaching methodology Enable themselves and their employees (if applicable) to reach new levels of performance InsideOut Coaching Certification Possess a deeper knowledge of the course content Be capable of teaching the workshop, conduct role playing, assign course exercises, host Q&A sessions, as well as, order any needed materials for their organizations future training sessions Scope of Work: The vendor shall provide the instructor and all materials to teach a one-day InsideOut Coaching workshop for approximately 25 employees. The vendor shall also provide the instructor and all materials to teach a two-day InsideOut Coaching Certification course for no more than 8 employees. Both courses shall be interactive to allow for full learner participation. Target Audience: No more than 25 NASA GRC civil servant employees will attend the 1-day course. No more than 8 GRC civil servant employees will attend the 2-day certification program. Place of Performance: NASA-GRC Building 14, Small Dining/Conference Room, Cleveland, OH Period of Performance: August 26, 2015: One day InsideOut Coaching class/workshop August 27-28, 2015: One 2-day InsideOut Coaching Certification Class Questions regarding this acquisition must be submitted in writing (e-mail is preferred) to Tera.R.Breland@nasa.gov no later than Wednesday, August 5, 2015. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Tera Breland at Tera.R.Breland@nasa.gov not later than 4:30 p.m. Central Standard Time on Friday, August 7, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
