Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Atmospheric Turbulance & Diffusion Division (ATDD) Oak Ridge, TN., intend to award a purchase order for new rope for: 1.) Replacement of NOAA MS Laboratories reef fish survey line for deploying and retrieving of the unit's camera arrays 2.) Replacement of the RV Southern Journey vessel anchor windlass wire rope The salient physical, functional, or performance characteristics: Item #1- 2 ea 1200' spools (2,400') of Samson Amsteel-Blue Yz'' diameter, Product code 872 Yellow in color Item #2- 1ea 1200' spools (1,200') of Samson Amsteel-Blue 5/8" diameter, Product code 872 Yellow in color Shipping Cost to: 202 Delmas Avenue, Pascagoula, MS. 39567 shall be included in Price quote. Delivery shall be no later than August 14, 2015 or 30 days from contract award. Characteristics of ropes: -Samson's Amsteel-Blue product code 872 is constructed using Dyneema SK-75 HMPE (High Modulous PolyEthylene) fiber for high performance ropes to maximize strength and minimize weight. -Highest Maximum strength verses size diameter available on the market. -Torque free, very flexible and easy to handle compared to other products -Low stretch -12 strand single braid design makes -Specific gravity of.98 (floats) -Abrasion resistant coating applied Only known rope that will meet the Government's needs and its effect by not using Anchor Line *Increased breaking strength to diameter ratio: There is a new requirement for the vessel to anchor in the deeper waters of the Gulf of Mexico; originally the requirement was limited to shallow near coastal anchorage. The currently installed anchor windlass drum is too small to hold enough capacity for this requirement. Samson' Amsteel- Blue is the only know product available that can meet the smaller diameter while maintaining the needed strength requirement to safely anchor the vessel. Outside of using Samson's Amsteel-Blue, the Government need to replace the anchor windlass with one of a larger size, which is not in the best interest of the Government. Camera Arrays *Increased breaking strength to weight & diameter (size) ratio *Specific gravity of.98 (floats) only available product that meets this requirement while maintaining the increased strength and decreased diameter ratio *Yellow in color The Reef Fish survey line is used to deploy and retrieve scientific deep-sea cameras caged into an array along the sea floor in natural reef bottoms composing mainly of rock and corral, requiring the strongest abrasion resistant line available. The line is retrieved through a small sheaved pot hauler and is stored in small containers on the deck that is handled by the crew. Using other products would require using a larger diameter line to maintain the increased breaking strength, requiring the Government to replace the pot haulers, increase the size of the deck containers as well as an increase in needed deck space for storage. Increasing the diameter would also cause an increased weight of the containers that could pose a safety hazard for the deck crew lifting and handling the containers. The Yellow color requirement is needed for safely retrieving the line. During the retrieval process the vessel is underway following the line keeping a visual contact at all times while it is being hauled through the pot hauler. In the past other colors have been used and accidents have happened, i.e. fouled in prop, Jost arrays. This is a small business set aside. The NAICS code for this action is 314994. Size standard not to exceed 1000 employees. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
