- The National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Service, Southeast Fisheries Science Center, intends to seek professional analytical expertise for the estimating of Seabird Bycatch of the U.S. Pelagic Longline Fleet in the Western North Atlantic. This acquisition is to advance the science of estimating the seabird bycatch of the U.S. Pelagic Longline Fleet in the Western North Atlantic and improve the understanding of the factors that influence the seabird bycatch of the fleet. And improve knowledge of the ecology of seabird bycatch species, especially as it relates to their interactions with the fishery. The Virginia Polytechnic Institute & State University, PA has extensive statistical fisheries modeling experience and specifically conducting analyses of seabird bycatch in the U.S. Atlantic Pelagic Longline Fleet since 2008. These databases are very complex and a new provider is not expected to provide the vital analyses without error. Therefore, the Virginia Polytechnic Institute & State University has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use based on their technical expertise. The requirements for the service are as follows: Ø Analysis for Estimating Seabird Bycatch of the U.S. Pelagic Longline Fleet in the Western North Atlantic and Understanding factors. o Performance Period: 09/16/2015-09/15/2016 o Four one (1) year option periods All items shall be delivered to the U.S. Department of Commerce/NOAA/Southeast Fisheries Science Center located at 75 Virginia Beach Dr., Miami, FL 33149. The Government is not aware of any other vendors that can provide this analysis while also meeting all of the requirements listed above. The intended procurement is to support the Southeast Fisheries Science Center Seabird Project for which the government intends to purchase under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Virginia Polytechnic Institute & State University) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Virginia Polytechnic Institute & State University, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed analysis. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the required analysis. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed analysis.
