- This requirement is being procured in accordance with FAR Part 36; Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 15, Contracting by Negotiation. The U.S. Fish and Wildlife Service intend to issue a Request for Proposal/ Quotation (RFP/RFQ) and award a Firm-Fixed-Price contract for the Repair of the Centennial Trail Boardwalk. Place of Performance: Pelican Island National Wildlife, 4055 Wildlife Way, Vero Beach, FL 32963, Indian River County Period of Performance: A firm-fixed price contract will be issued, with a performance period of (45) forty five Calendar Days after Issuing the Notice-to-Proceed The site visit date and time will be noted in the RFQ/RFP. The proposed contract will be award under full and open procedures set aside for Service-Disabled Veteran Own Small Business (SDVOSB). The (NAICS) code for this acquisition is 237990. The magnitude of this project is between $200,000.00 and $220,000.00 Payment Bonds are required. The RFP/RFQ will be issued electronically on or after July 31, 2015 on the Federal Business Opportunities web site at http://www.fbo.gov. The Response Date will be determined upon release of the RFP/RFQ. Responses to the RFP/RFQ may be accepted electronically via Fedconnect and email only. Failure to comply will result in immediate rejection of proposal. No paper copies or CD-ROMS will be issued. Questions or clarifications concerning any ambiguities in the solicitation shall be immediately addressed in e-mail form to Khanhthong_Moody@fws.gov. Please include the RFP/RFQ number in the subject line of the e-mail. All inquiries must be received no later than 14 calendar days prior to the offer or proposal due date. The Government will not receive requests for additional information within the 15 calendar days of the due date. Responses to the questions or clarifications will be issued as amendments to the solicitation. This solicitation and subsequent award shall not, in any way, obligate the Government to pay for costs incurred from the preparation of contractors ¿ proposals in response to this requirement. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments/modifications to any and all documents. The Government reserves the right to reject a contractor ¿s offer/proposal should the contractor fail to comply with any of the solicitation terms, conditions and instructions. It is anticipated that the following viewers will be needed to view the posted solicitation and attachments: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). NOTE: In order to be eligible for award, prospective offerors must be registered in the System for Award Management (SAM.gov) and the Invoice Processing Platform (IPP.gov). PLEASE DEFER ALL QUESTIONS UNTIL AFTER THE RELEASE OF THE RFP.
