- Solicitation FA8539-15-R-00054. Anticipated solicitation issue date will be 15 Aug 2015 and anticipated response date will be 30 days thereafter, e.g. 14 Sept 2015. This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, services to perform component repairs of the ADIS. This proposed repair contract is for a basic twelve month ordering period with one option period. National Stock Numbers (NSNs) are shown with part numbers and best estimated quantities as follows: NSN Part Number Qty 5831014741630 AL-14-2001-1-44 124 5895014742850 AL-14-2101-1-44 31 5831014595966 AL-18-3090-1 26 NSNs quantities will remain the same for the basic year and option year. The Government intends to solicit Orbit Communication Systems, 716 South Military Trail Deerfield, FL. 33442-3025 (CAGE: 34NS0) The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The instant contract is anticipated to be awarded as an Indefinite Delivery Requirements type instrument with provisions for Firm Fixed Price repair Contract Line Items (CLINs). This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Bennie Simmons at bennie.simmons@us.af.mil. A determination by the Government whether or not to complete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
