- DOCUMENTS TO BE RETURNED ON LISTED UNDER 'CONTENT OF BID PACKAGE' The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Marine Fisheries Service intends to procure services for longline vessels. The Government proposes to conduct scientific research in consultation and cooperation with the domestic pelagic longline fleet in the Northwest Atlantic. The objective of the research shall be to conduct a study to determine post release survivorship in dusky sharks caught on pelagic longline gear. The contractor will provide their fishing vessel(s), crew; fuel; bait; food and berthing accommodations equal to that of the crew for one Scientists/Fishery Observer to conduct up to a total of 50 sets of their fishing gear (assuming 1 set per sea day) in the mid-Atlantic and south-Atlantic Bight areas of the NW Atlantic Ocean. The fishing period will be from February 1, 2016 thru June 30, 2016.This is a small business set-aside. The NAICS code for this action is 114119. Size standard not to exceed $7.5M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation SAM. The SAM website is the single source for vendor data for the Federal Government.
