- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Olympus Scientific Solutions Americas, Inc., 48 Woerd Ave., Waltham, MA 02453-3824, for the award of a firm-fixed price commercial Purchase Order for brand-specific items that represent an upgrade to BX53 & MVX10 microscope systems which the Government already owns. USAMRICD requires the purchase of brand-specific items that represent an upgrade to BX53 & MVX10 microscope systems. Below is a sample list of the required components for the upgrade package: a.Fluorescence Illuminator: quote mark fly-eye quote mark lens to smooth fluorescence illumination b.DP80 Camera: contains both color & monochrome sensors; this dual sensor in a single housing is a unique feature. This will allow the user to overlay images from both sensors with accurate pixel-to-pixel correspondence, allowing the most efficient and accurate joint color & fluorescent imaging c.MS-2000 XYZ Automated Stage: closed-loop DC servo control of the X, Y & Z-axes precise positioning and highly repeatable focusing d.Flash 4 sCMOS camera: number of pixels: 2400 x 2400 As stated above, USAMRICD is currently using BX53 & MVX10 microscope systems that were purchased under separate Orders between 2001 and 2014. These microscopes require upgrades that are needed to improve efficiency and quality of data collection in currently funded projects. Based on market research completed by the Government, other manufacturers do not produce components that are compatible with Olympus microscopes. Therefore, as compatibility with the existing microscopes is critical for this requirement, only Olympus brand items can be purchased to ensure complete functionality. In addition to non-functionality, any warranty is void if non-compatible parts are added to the system. The North American Industry Classification System (NAICS) for this requirement is 333314 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 10 calendar days after the publication of this notice, the purchase will be awarded without further remark.
