- The U.S. Department of Commerce, NOAA, and the National Marine Fisheries Service in Panama City, FL intends to award a purchase order to; University of Southern Mississippi Department of Marine Science (USMDMS) for trace element analyses of red snapper, L. campechanus, otoliths. The USMDMS laboratory performing trace element analyses on red snapper samples for which funding was provided through the Marine Fisheries Initiative (MARFIN) program, a NOAA federally-funded program. The current project is part of an ongoing research project for which results from these new samples will be compared to results obtained during the past ten (10) years. As such, it is crucial that the same Trace Element Laboratory be used for sample analyses to avoid inter-laboratory variability that can occur when different laboratories are used to analyze samples and to avoid compromising data integrity. Service to be performed: Provide Elemental Analysis on Red Snapper samples A suite of 15 trace element (Ba, Ca, Cd, Cu, Fe, K, Li, Mg, Mn, Na, Ni, Pb, Sr, V, B) analyses will be conducted on otolith samples from red snapper, Lutjanus campechanus. Standard reference material and blanks will also be analyzed to ensure machine calibration. Estimated number of samples to be analyzed = 337 Estimated number of standard reference material and blanks to be analyzed = 13 To use another laboratory would require a quality check of additional samples for inter-laboratory testing; and a high risk of compromising results. The inter-laboratory testing alone would result in additional costs in employee time, sample processing, and sample analyses. Therefore, when estimated costs for sample analyses, additional costs which are required to perform quality checks on analyses, and risks associated with using another laboratory are taken into account, the additional cost is not considered advantageous to the Government. The NAICS code for this requirement is 541990. Business size standard $15M. The proposed contract action is for services for which the government intends to solicit and negotiate with only one known source. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received be considered solely for the purpose of determining whether to conduct a competitive procurement.
