- NASA Ames Research Center has a requirement for a Triple Impact Intensive Program. NASA intends to issue a sole source purchase order for this training to Michael F. Broom, PH.D., Inc. under the authority of FAR Subpart 6.302-1. The Agencys requirements for this specialized training can only be met by the unique capabilities and expertise of Dr. Michael Broom. Dr. Broom is a Ph.D. Organizational Psychologist with over 35 years of experience.He is the author of 3 books and has been a faculty member of the Johns Hopkins University School of Continuing Studies Graduate Programs in Applied Behavioral Science. Dr. Brooms Triple Impact Intensive Program offers Ames the unique opportunity to build upon the same organization development principles and to operate with common language and concepts that Ames has been utilizing. This program has been adopted by ARC as the gold standard model for developing HR practioners to manage change within the organizations they serve. Triple Impact cultivates within the participants with the capacity to understand the impact that change has on people because Dr. Brooms program starts with the participants discovering a deeper understanding of themselves; that then serves as a foundation for broadening their understanding of human systems. Dr. Brooms Meta-Model of Planned Change is already in existence at ARC; we believe that Dr. Michael Broom, Ph.D. Inc. is the only qualified and available vendor that can provide this program in order to continue our unique approach of developing our HR Staff. Market research identified no other company that possesses the unique expertise and capabilities required to fulfill this training. The HR workforce will be transitioning from a customer service orientation to a partnership orientation. That is a big change. Triple Impact is serving as a major stepping stone in enabling that transition to occur systemically. It is the only known program of its kind where the elements of learning that we seek are offered in one program. The length of the program offers us the added benefit of building a deeper, longer term relationship with the instructor he gets to know us and how he can effectively challenge us. This will be an important shared experience for the Human Capital group where participants will learn about a discipline (organizational change) that is somewhat new to the HR operations team, while developing a much greater understanding of themselves, and of our group as a human system. Additionally, Dr. Broom has demonstrated that he is well equipped to create an environment where personal growth can take place successfully.He has years of experience as a coach and has extensive training to work with individuals in building their awareness and capacity for positive change. He has proven expertise in enabling people to be more aware of their habits of thought and behavior and effectively leading people toward a more conscious use of self. Dr. Broom offers a specific model that integrates relevant disciplines of planned change with the correlative levels of the human system, as well as the sequenced stages of initiating change (OD). It is a model that embraces the concept of systems thinking.This kind of comprehensive approach is precisely what is needed for the Ames HR workforce to expand its capacity to become more informed, capable partners with its stakeholders. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12. Background: The industry standard for Human Resource (HR) Professionals has shifted from a customer-service focused model to a model that is based in partnership between HR professionals and their stakeholders including the management of the organization. The Ames Human Capital organization is moving toward a more enabling, strategic role, expanding our understanding of how to help organizations beyond the more limited, less empowered role of policing, paperwork, and processing transactions. This development of and coaching program is to support the personal and professional development that is required in order for the individuals in HR to do this work. The Office of Human Capital wants its professional staff to have a well-grounded understanding of themselves and of human systems in general. Additionally, the staff must learn the formal process of managing change within organizations. The staff will integrate their own learning of themselves and others (human behavior/systems) into the disciplines and stages of planned change within organizations. This endeavor is about learning how the Human Capital staff can help their leaders/partners manage the dynamics and the formal process of change within the organizations they support while operating from a firm foundation of understanding the human systems within those organizations. Vendor Requirements: The vendor (instructor) must have well recognized credentials MA or PhD in the field of psychology, and at least 10 years of doing interpersonal, organizational development work. He/she must have proven expertise in coaching people through blind spots and vulnerability, inviting them toward new ways of seeing themselves and others even in the face of individual resistance. More importantly, the vendor must be able to do this in a group setting as well as with individuals, while maintaining the strictness of confidentiality. Discussing individual values, shortcomings, limiting habits of behavior and vulnerabilities takes experience and skill in maintaining openness within a group. Course Requirements: The vendor shall: Provide The Triple Impact Intensive Program, a proven development program that fosters deep learning about people as individuals, and in relationship with others (interpersonal, teams and organizational). Provide a successfully-practiced methodology that teaches the formal disciplines of organizational dynamics and development combined with the correlative understanding of human behavior. Teach the concepts of systems thinking and how that is integrated into organization dynamics. Address the influence of culture in an organization its origins, how it forms and shifts. Teach the Meta-Model of Planned Change Include methods and skill building to enable HR staff to be partners and leaders in managing organizational change and improvement. Foster learning of how partnership represents a shift in the participant's individual power from the previous model of customer-service, yes sir" interaction. Create an environment where experimenting with new behaviors is expected and supported. Provide a learning environment using experiential, interactive, and sound adult learning practices. Structure a program that is intermittently spread out over time so that the learning goes deeply and has an opportunity to be practiced between sessions. Provide an evaluation/measure of the participants learning. Teach 12-16 participants during the sessions, and provide telephone support to individuals as needed up to 6 months after program completion. Course Objectives: Upon completion of the program, the participants must be able to: Understand the levels of human systems (personal interpersonal, group, organization, community) Demonstrate a measurable understanding of the elements of individual and organizational dynamics Possess skills to enable themselves to participate as a self-empowered partner in supporting positive change within Ames' organizations Apply the disciplines of planned change (conscious use of self, etc.) Understand the stages of planned changed (contracting, data gathering, etc.) The vendor shall provide all materials needed to further the learning of the participants during the program and after (e.g. workbooks, published works, limited telephone support from the vendor, etc.) Place of Performance: NASA Ames Research Center Period of Performance: To begin in September 2015 and end by July 29, 2016 NASA Ames will make arrangements for a conference room and standard, supporting equipment such as flip charts, computer for projection of material, and projection screen. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
