- NASA Langley Research Center (LARC) has a training requirement for Design Thinking Online Course. NASA intends to issue a sole source purchase order to the University of Virginia (UVA) under the authority of FAR Subpart 6.302-1. Langley has benchmarked Design Thinking Type training with Basadurs Creative Problem Solving Techniques, NYC SVAs !MPACT Program, OPMs Design Thinking Training, MindLab in Denmark and others. Langleys OCHM specialists and the Chief Technologist Deputy are extremely familiar with the vast amount of tools and process on the market and recognize the unique offering at UVA as one that best fits our target audiences needs. Through previous experience using various methods, we found that a more linear and structured approach was more effective with our engineering, and research employees specifically. LaRCs Deputy Chief Technologist completed a UVA Course in Design Thinking. The presentation of materials and the content was found to be structured and presented in a way that those who tend to think very linear could follow much more easily. As a result, LARC invested in books and workbooks and employees were trained in the method to help Langleys teams work within this process that facilities more in-depth, human-centric research upfront, along with more strategic communication, and prototyping at the later end of the process. Two things we have found to be a weakness in the research areas that if worked, would allow for more innovative successful solutions for the Agency. Langley held two Design Thinking online Cohort Pilots in 2014 and 2015 with a total of 23 LaRC participants. The studies showed that the content and process set in the structure UVA presented was the most effective we have seen to date. Recommendations were made to make the content available to our employees on a real-time basis, as the course time-frame was too restrictive to work in parallel with a real project. Langley has invested time, money and materials to embed UVAs Design Thinking content, process and thinking into our workforce. This Design Thinking structure and facilitation training is needed to further remain consistent with our past approaches and to secure stability for our future efforts. We found that this type of training and content delivery is only available at the University of Virginia. Market research identified no other company that possesses the unique expertise and capabilities required to fulfill this training and maintain the consistency that is required. The Government intends to acquire a commercial item using the procedures in FAR Part 12. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. Background: This specific training will provide employees involved with the CAS Project and the NASA Offices of Human Capital Management with online content, books, and online facilitated support necessary to train 100 individuals. This training will also provide content to NASA facilitators to help the teams through the Design Thinking training and process so that the NASA teams can use innovative design thinking or human-centered design approaches to solving the design challenges over a 2-year time frame. This approach is an effective creative platform for co-creating innovative, sustainable solutions.The NASA employees that will be using the online content with online assistance and books will consist of employees from the four aeronautics research centers (Langley, Ames, Armstrong and Glenn). Course Objectives: Upon completion of the program, participants will: -Possess knowledge and apply tools and techniques to support the Design Thinking process from team building, data gathering; analysis to prototyping solutions and communication. -Learn to solve problems using the tools and concepts of design thinking. -Increase knowledge capture across Agency on a specific problem, which will both help with analytics during problem solving process and help with predictive tools in the future. -Enhance long-term collaboration, trust and sharing among employees across the Agency. -Identify innovation ideas early in the project management process which result in realistic project plans. -Engage in the idea generation process to consider wider applications at an overall comprehensive level. -Emphasize a user or needs driven approach to innovation. Scope of Work: The vendor shall provide 24-hour (on demand) online Design Thinking course and resources with routine, scheduled online facilitated support (books and online content) required to train 100 employees with varying scheduling needs requiring anytime start and stop options to take the training on their own time frames within a 2-year period. The Design Thinking training must help the team delve deep into the problems from a user-perspective, create multiple solution options specifically created for the various needs of the users and variances of the problem. The training must be instrumental in helping the team gather input on the real problems through structured input gathering from key persons that view their efforts from the outside-in, to see them from a users perspective. Vendor Requirements: The vendor shall provide all materials (books and online content with online assistance) necessary to train and help NASA facilitate the NASA employees to do the design using the most innovative design thinking or human-centered-design approaches available.These shall be structured in a way that researchers and engineers can best follow. The training delivery and objectives shall: Teach a comprehensive and innovative design thinking approaches to 100 NASA employees by supplying books, regularly scheduled online help, and access to all online materials needed to teach the content to enable the employees to apply these methods to their challenges with or without a NASA facilitator. Access to the content will be available 24-hours a day to all 100 employees for the 2 year time span, with the exception of regularly scheduled maintenance that will communicated in advance. Provide NASA with both a comprehensive Design Thinking Book and Workbook to each of the 100 employees. Deliver/ship 25 books to the four centers for distribution to individuals and replenish as necessary for any participants over 100. Provide guidelines for recommended timeframes and instructions for use of the online resources to all users. Deliverables/Milestones: The vendor shall: Develop and provide a schedule for access of content and materials within 3 weeks of purchase order award/issuance. Provide consistent, reliable access to the online content and facilitated support, the same as provided in regular support of Design Thinking online Training. Submit Monthly Progress Reports to the Technical Monitor (TM) and the Contracting Officer Technical Representative (COTR) via email. Monthly reports shall include: oEmployee use statistics to include the following: -number of new employees signed up to access content metrics such as: -comments made (on discussions and submissions) -videos viewed, and how long -assignments completed -peer evaluations completed -evaluations marked as helpful -liked comments -belongs to team -answers to profile questions oAt an aggregate level, track: # of views per specific page -average time spent on a specific page -geography -language -session frequency -engagement of sessions (# of people who spent 10 seconds or more, 20 seconds or more, etc.), inquiries and feedback from users oRecommendations for NASA based on challenges, disconnects, surprises, and opportunities seen with content use Submit an Informal Final Report, via email, to the TM and COTR. The report shall include/summarize: oSummary of statistics, efforts and outcomes as a result of providing the online content to stimulate more innovative design approaches. Target Audience: 100 NASA civil servant employees located at the following NASA Centers: Langley, Ames, Armstrong, and Glenn.
