- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission and Installation Contracting Command MICC - Bragg intends to contract services to support 82nd Airborne Division to utilize contracted psychologists to conduct infantry specific tailored 360 leader development surveys and other psychological testing to provide personal and professional development feedback to selected leaders. These psychologists will be able to best help leaders decide how to develop professional goals tailored to match infantry leaders' careers as opposed to more generalized feedback. The North American Industry Classification System Code (NAICS) associated with this requirement is 621330 Offices of Mental Health Practitioners (except Physicians) (Size Standard: $7.5 MIL). This solicitation is 100% set-aside for Small Businesses. This NAICS code is defined as, U.S. industry comprises establishments of independent mental health practitioners (except physicians) primarily engaged in (1) the diagnosis and treatment of mental, emotional, and behavioral disorders and/or (2) the diagnosis and treatment of individual or group social dysfunction brought about by such causes as mental illness, alcohol and substance abuse, physical and emotional trauma, or stress. These practitioners operate private or group practices in their own offices (e.g., centers, clinics) or in the facilities of others, such as hospitals or HMO medical centers. All interested Psychologist shall meet the following qualifications: -Minimum qualifications for the contract psychologist(s) are: -Doctorate in clinical/counseling psychology or equivalent training -Current active U.S. state license as an independent practitioner of psychology -Experience working with active duty military populations -Experience conducting military leadership development interviews -Desired qualifications include: -Comfortable in a non-clinical environment -Broad range of psychological interests -Able to quickly adapt to a variety of professional roles -Experience with conventional Army infantry forces and SOF Forces strongly preferred -Strong understanding, appreciation and willingness to learn the operational culture of 2BCT personnel -Prior active duty tour as a military psychologist strongly preferred -Possess or be eligible for a Secret clearance The period of performance is expected to be a base period of 12 months. The contract is expected to begin on 6 August 2015 through 5 August 2016. This requirement will be solicited on a 100% total small business set aside. This will be a firm fixed price (FFP) contract.
