- Redacted J&A Solicitation with attachments The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), intends to award a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) follow on contract to The Boeing Company to support the continued development, upgrade, and application of the Encapsulated Harpoon Weapon System (EHWS) on foreign military submarines. The Boeing Company is the sole designer, developer and manufacturer of the Advanced Harpoon Weapon Control System (AHWCS), the encapsulated Harpoon Missile and related Encapsulated Harpoon Weapon System (EHWS). AHWCS is a required interface for EHWS. Under this effort, Boeing will provide engineering services, technical services, logistic services, prototypes and test hardware in support of the EHWS Program for Foreign Military Sales (FMS) application. Services, prototypes, test hardware, and documentation will be provided for the following tasks: (1) systems integration analysis, (2) system design and analysis, (3) training, (4) Encapsulated Harpoon Certification and Training Vehicle (EHCTV) and its related Test Equipment Group (TEG), (5) Integrated Logistics Support (ILS) and technical documentation, and (6) missile system improvement development. Boeing is the current provider of these services. The Boeing Company is uniquely qualified to perform AHWCS and missile related services in support of the EWHS program. Boeing is the only company with the necessary corporate knowledge, experience, and skill set to support the development, upgrade and integration of the EWHS on foreign submarines. Further, Boeing is the only responsible source for this requirement based on its ownership of proprietary information required for performance. The proposed sole source IDIQ contract action is under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source. The resulting IDIQ contact will be for a term of sixty (60) months, with Cost Plus Fixed Fee (CPFF) and Cost only (no fee) provisions.
