Description: The Federal Aviation Administration, Office of Civil Rights has a requirement for consulting services to further develop the FAA dbE-Connect System. This purchase order provides for additional functionality and mechanisms including enhancements to the system 䏭 existing compliance review mechanism to add alerts for specifically defined airport non-compliance, an FAA Scorecard with different assessment levels including links to other functions in the system (programs, goals and reports); reporting and tracking mechanisms for the Title VI and the Americans with Disabilities (ADA) Programs including a compliance review mechanism; FAA specialist review levels for certain airport reporting, additional detailed reports and tracking to accommodate U. S. DOT Performance Measures including DBE and ACDBE outreach by FAA and a mechanism for Airports to self-report their Airport 䏭 Business Development Plans, Mentor Prot矇g矇 Programs and Supportive Services; preparation of unique FAA reports (upon request); a DBE and ACDBE goal setting tool to assist airports with preparing goals; and a matchmaking tool that will match bid opportunities to the FAA dbE-Connect System 䏭 DBE and ACDBE certification list and send a notification alert to the firm regarding the opportunity. The FAA is conducting this Market Survey to identify potential SBA certified Small Economically Disadvantaged 8(a) vendors as well as other small businesses capable of meeting these services. Respondents claiming SEDB8(a) status must complete a business declaration form attached to this market survey and a copy of their letter SBA 8(a) certification letter. This market survey is for information purposes only and information received will be used to determine the acquisition strategy for this procurement. The North American Industry Classification System (NAICS) code for this procurement is 541611 Administrative Management and General Management Consulting Services, Size Standard $25 million. When responding to this market survey, please submit the following to Andrea Roman Anderson at andrea.roman.anderson@faa.gov. 1. Performance Capability Statement (no more than 3 pages in length) which addresses current and past performance information (no longer than 3 years ago) confirming your ability to successfully completed the requirement. Past Performance information must include project title, agency name, order/contract number, project value, duration, point of contact including name, email and phone number and a brief description of the work performed. 2. Business Declaration Form (attached) and a copy of your SBA 8(a) certification letter, if applicable. Responses to this market survey are due August 31, 2015 no later than 10:00 am Eastern Standard Time (EST). Your response should be emailed to Andrea Roman Anderson at andrea.roman.anderson@faa.gov. Reference the title and solicitation number in your response. No phone calls will be accepted. Please communicate by email only. This market survey shall not be construed as a commitment of any kind or a contract. This is not a Screening Information Request (SIR) or a Request for Proposal (RFP).
