- Notice of Proposed Contract Action (NOPCA) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Air Force Life Cycle Management Center, Cryptologic Systems Contracting Division (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source to satisfy agency requirements. AFLCMC/HNCK Cryptologic and Cyber Systems Division, Contracting Branch Joint Base San Antonio - Lackland TX, intends to award a sole source Fixed Price Purchase Order for the purchase of ten (10) Gimbaled Payloads, (Mantis i23), Part Number# 67828. The Government intends to make award to AeroVironment, Inc, 900 Enchanged Way, Simi Valley, CA, 93065, Cage Code 3SQS9. The Gimbal payloads (Mantis i23) are compact vision products designed to provide application flexibility and deliver superior imagery to deployed Security Forces for perimeter security and "outside the wire" observation. No technical data/drawings/technical orders are available. A determination for other than full and open competition has been approved for this acquisition. This is not a request for competitive proposals and no solicitation will be provided for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within five (5) days of this publication at nancy.kerr.1@us.af.mil. Those interested firms must indicate whether they are a large, small, small disadvantaged, 8 (a) or woman owned business and whether they are located in the U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101 Ombudsman (Nov 2012), will be included in this acquisition's solicitation and contract.
