Description
The terms and conditions of the contractor's FSS contract (including any contract modifications) apply to all Blanket Purchase Agreements (BPA) and task or delivery orders issued under the contract as a result of this RFQ. When a lower price has been established, or when the delivery terms, FOB terms, or ordering requirements have been modified by the BPA or task/delivery order, those modified terms will apply to all purchases made pursuant to it and take precedence over the FSS contract. Any unique terms and conditions of a BPA or order issued under the contract that are not a part of the applicable FSS contract will govern. In the event of an inconsistency between the terms and conditions of a BPA or task/delivery order and the Contractor's FSS terms, other than those identified above, the terms of the FSS contract will take precedence. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs (VA) solicitation number is VA101-15-Q-0152. The solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-82, dated May 7, 2015. This will be solicited as a small business set aside requirement. The associated North American Industry Classification System (NAICS) code for this procurement is 339940, Graphic Supplies and Exhibits; applicable small business size standard is 50 people. The Government contemplates the establishment of a multiple award firm fixed price Blanket Purchase Agreement, resulting from this combined synopsis/solicitation. However, the Government reserves the right to make a single award from this solicitation/synopsis. The BPA duration will be for a one year base period and may be extended in one year increments not to exceed a total of five (5) years for the BPA. The establishment of the BPA does not imply any agreement on the part of the Government to place future calls, orders or contracts with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered.
