- Notification of Sole Source Procurement. In accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 the Government intends to limit sources to FDH Engineering for an in-situ evaluation of structural members at Cannelton Dam, KY and Newburgh, IN. FDH Engineering retains the necessary expertise and experience to complete the required evaluation. Testing must be completed prior to November 2015 in order to maintain the overall project schedule. The US Army Corps of Engineers- Louisville District is seeking a sole source contract with FDH Engineering to conduct non- destructive testing of trunnion girder anchor rods that support the tainter gates on the Cannelton and Newburgh Dams. Cannelton and Newburgh Dams are located on the Ohio River within the geographic boundaries of the Great Lakes and Rivers Division of the US Army Corps of Engineers. Trunnion girder anchor rods are located on support piers on each side of the tainter gates. The tainter gates are attached to the support pier by the trunnion girder. The anchor rods extend through the center of each girder and are either friction bolted into the pier or grouted into place. The anchor rods provide lateral resistance to the trunnion girder during the tainter gate operation. Non-destructive testing method is necessary to verify the tensile load on the anchor rods while preventing damage and possibly jeopardizing the structural integrity of the gate support during necessary periodic examinations. The non-destructive test method sought uses a refined model of regression analysis of collected measurements of wave propagation within each trunnion rod to determine the tension forces within the rod. A contract will be executed consists of all labor and materials to complete testing of rods on each Dam including analysis and reporting. All responsible sources may submit a capability statement which shall be considered by the agency. Capability statement must be submitted no later than 10:00AM Eastern Time on 14 August 2015 to Levi.r.speth@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL.
