Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with LGL Alaska Research Associates, Inc. to perform Cook Inlet Beluga whale biopsy and photograph collection. The office of National Marine Fisheries Service, Alaska Region has a requirement to continue the ongoing research study of Cook Inlet Beluga Whales. The objective of the project is to obtain professional services to: 1) collect and provide to NMFS AKR Cook Inlet beluga whale biopsy samples and identifying photographs of biopsied whales, 2) incorporate the photographs of the identifiable whales into the existing Cook Inlet Beluga Whale Photo ID Project dataset (Photo ID Project), and 3) provide a written analysis of all the biopsied whales using the information available from the Photo ID Project database. A photo-identification study of Cook Inlet beluga whales (Photo ID Project) has been underway since 2005, and has been conducted by staff at LGL Alaska Research Associates, Inc. (LGL). LGL has confirmed that most beluga whales photographed in Cook Inlet possess distinct marks that persist across years, and these marks can be effectively identified and re-sighted with digital photography, matching whales to locations and habitats used in prior years, prior reproductive status, prior behavior, and other demographically important parameters. The Photo ID Project has already provided critical insight about individual and population characteristics for the Cook Inlet beluga whales, which currently are not available by any other research technique. This information has already contributed to recovery planning, and additional identifying photos and associated data will only increase our ability to help this species recover from the brink of extinction. Due to the long-term nature of the Photo ID Project, the success of this contract is dependent upon the continuation of LGL's prior efforts and access to data collected during the course of those efforts. LGL wholly owns and maintains the data contained in the Photo ID Project and retains sole access rights to the data. Given the ten-year duration of this project and the fact that Cook Inlet beluga numbers continue to decline, this data set is absolutely unreproducible. The NAICS for this requirement is 541690 and the corresponding size standard is $15.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only LGL can complete the work and provide the deliverables under this contract. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
