- Description
- The solicitation and any resultant contract will be a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec 347. This contract consists of thinning of approximately 3,970 ccf of small Ponderosa/Jeffery Pine, White Fir and some Lodge Pole Pine sawlogs over approximately 1300 acres with approximately 650 ccf of optional biomass product removal. There are approximately 562 acres of mandatory mastication and an additional 896 optional acres in this contract. This contract has two separate contract areas; Unit 46, which is approximately 574 acres, is located about 5 miles to the West of the larger contract area as shown on the Contract area map. Highway 89N bisects the two contract areas and is essentially equidistant in both time and distance. The contract is preferred to be harvested using the Cut to Length (CTL) method. The thinning portions are mostly eastside mixed pine plantations averaging between 13-14" dbh, and the individual tree selection is mostly mature pine averaging 15-18" dbh. Slopes are generally mellow, averaging between 5-20 percent, with some limited areas reaching above 25 percent. The understory is mostly open with limited cover, with some isolated areas of dense vegetation. Unit 46, 574 acres, has been masticated within the last 18 months and has little to no understory vegetation. Dry Creek is located approximately 7 miles north of Truckee California off of HWY 89N near Hobart Mills Ca. The appraisal point for sawtimber on this contract is 65 miles away at the SPI Mill in the town of Quincy California. This is the closest mill that is capable of processing the material from the sale. Optional Biomass chip hauling was appraised to Rio Bravo in Rocklin, Ca. which is approximately 120 miles away. It is expected that Cut to Length harvesting will be used on this sale. The TNF Eastside Weather Group will be used to calculate the Project Activity Level. The "normal operating period" is generally from June 1 to October 15. Due to limited operating period constraints (K-G.3.1.5#) some subdivisions have work activity restrictions for specific times of within the normal operating period. Although there are 21 landings estimated to be used in this contract, only 7 potential landings have been identified as high use, and would require tilling. The remaining 14 landings are likely to be smaller "hot landings" typical with CTL operations and are much less likely to require tilling.
