Description
This presolicitation notice announces a future solicitation (#P15PS01929) and construction contract for the selected replacement of severely damaged wood members (pickets, king posts, walers and the north gate) of the palisade walls at Fort Vancouver National Historic Site, Vancouver, WA. This synopsis/presolicitation notice is not a solicitation, but a notice of the upcoming solicitation. Information contained herein is preliminary, and may be revised in the Request for Proposals (RFP). The electronic Request for Proposals will be available by approximately August 5, 2015, at www.FBO.gov. A site visit will be held on August 11. All final solicitation documents, site visit details, and specific instructions for submitting your proposal will be contained in the RFP. PROJECT DESCRIPTION: The contract work is selective replacement of wood members of the current palisade, which is a replica of the historic Hudson Bay fort. Specific wood members to be replaced will be identified and described in drawings and other documents posted with the Request for Proposals. Information about the palisade: The current palisade was constructed in two phases: the north wall was constructed in 1966 using Douglas-fir poles and the remaining three sides in 1977 with lodgepole pine. All timber received an initial treatment of pentachlorophenol with the bark on. Soon after, the bark fell off leaving the palisade with little protection. An inspection conducted in 1979 indicated widespread decay. In 1982, the palisade was treated with Chloropicrin (trichloronitromethane) liquid poured into drilled holes near ground line at an angle. Since 1987, periodic inspections were performed to assess the condition of and residual of chloropicrin in the pickets and king posts. In 1990, the pickets were treated with MITC-Fume (methylisothiocyanate) placed in the same angle holes that were drilled for the Chloropicrin. An external preservative paste was also applied to the below ground portion of the pickets. Again in 2013, MTIC-Fume treatment was once again applied to pickets and king posts. It is expected that there is residual MITC-Fume in the wood with large variation in concentration. The king posts and pickets are typically 19 ft long and are buried 4 ft in an open-bottom concrete trench with compacted gravel backfill between the logs and the concrete trench. Contractor shall reuse hardware (straps, hinges, connectors, etc.) and furnish new fasteners. PROJECT LOCATION: Maps and information about the park are at www.nps.gov/FOVA. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 238990 and the small business size standard is $15.0 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. The contractor will have 365 calendar days to complete the project after the Notice to Proceed is issued. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000. An offer guarantee for 20% of the proposed price is required with the offer. Performance and payment bonds will be required after award. Vendors can search for opportunities and award history on www.FBO.gov and www.FedConnect.net without registering. Prospective offerors will be required to visit these websites periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. However, the Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company ¿s interest. Registering provides opportunity to receive notifications, which is a tool of convenience only and does not serve as a guarantee of notification. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration and completed the online representations and certifications at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
