- •1.1. This Performance Work Statement (PWS) is to provide safe Transient Aircraft (TA) services to Great Lakes Joint Tactical Training Center, Alpena Michigan. It is possible that these services may be required at multiple GLJTTC locations simultaneously. Transient Aircraft Services shall include, but are not limited to, transient aircraft management, arrival, processing, and departure services for all transient aircraft. •1.1.1. The contractor shall perform to the standards of the contract. Transient Aircraft services shall be conducted in strict compliance with local, Air Force (AF), Department of Defense (DoD), Occupational Safety and Health Agency (OSHA), Michigan Occupational Safety and Health Agency (MIOSHA) which mandate strict safety and security requirements for military air operations. •1.2. Summary of Expectations. The contractor shall provide, except as specified in Section 3, "Government Furnished Property and Services", and Appendix C all personnel, vehicles, equipment, tools, materials, supervision and other items necessary to perform quality and timely services on all transient aircraft, as detailed in this Performance Work Statement (PWS). The contractor's staff shall be fully qualified, professional, and customer service oriented. The contractor shall ensure quality work performance in accordance with applicable standards and guidelines. The contractor shall ensure staff uniforms are maintained in a clean and professional manner. Additionally, the contractor is expected to partner with the base community in continuously improving the quality of programs and services offered to customers. Early/late arrivals/departures will require the contractor to respond accordingly. •1.3. Staffing requirements. The contractor shall select and employ qualified personnel in sufficient numbers to manage, supervise, and perform the required services. (Note: Certain aircraft require strict adherence of a two (2) - person launch & recovery policy.) Provide properly trained, qualified, and/or certified technicians who can work on a variety of aircraft, associated systems, or support equipment. Ensure personnel who do not have above related experience complete a comprehensive contractor-training program on the applicable airframe, associated system, or support equipment prior to performing service. •1.4. Transient Aircraft Management. The contractor shall establish a Transient Aircraft services management and control program and shall perform the following in accordance with AFI 21-101ANG SUP I. •1.4.1. All transient aircraft shall be documented on an AF Form 861 or similar local form and be submitted both weekly and monthly to the Contracting Officer's Representative (COR) and Functional Director FD. •1.4.2. Contractor shall ensure that all completed aircraft documentation remains with the aircraft. •1.4.3. Arrange for fuel delivery, certify and account for delivered fuel in accordance with AFI21-101. •1.4.4. Coordinate aircraft additional maintenance and troubleshooting request with GLJTTC Maintenance Super and or Operations Group Commander. Other than route servicing IAW T.O. 00-20-1 performing additional maintenance tasks requires prior approval from GLJTTC Maintenance Super, OG Commander or Squadron MXG of aircraft owning unit. •1.4.5. Contractor shall notify Airfield Management immediately upon completion of aircraft servicing making the aircraft crew-ready. •1.4.6. The contractor shall be responsible for maintaining an effective Foreign Object Damage (FOD) control program in accordance with AFI 21-101. Contact Airfield Management for sweeper service as needed. •1.4.7. Ensure contractor Tool Control Program is in accordance with AFI 21-101, ANG SUP I to preclude tools being left in or around aircraft. •1.4.8. Ensure the effective repair and calibration of Test, Measurement and Diagnostic Equipment (TMDE) and that all records created as a result are maintained in accordance with AFI 33-363. •1.4.9 Ensure Technical Orders (T.O.) are managed in accordance with AFI 33-360 and TO 00-5-1. Establish account and coordinate changes with the GLJTTC Quality Assurances TODO. •1.4.10 Ensure compliance of AFMAN 91-201 Combat/Attack explosive loaded aircraft and airfield areas. •1.5. Arrival Services. The contractor shall provide the following services required to prepare for and properly park transient aircraft in accordance with the applicable Technical Order(s). •1.5.1. Preposition fire bottle(s) and other necessary support equipment (i.e. power units, boarding ladders) at aircraft parking location and inspect parking area for foreign objects. •1.5.2. Meet transient aircraft when notified by Airfield Management to provide "Follow Me" service. •1.5.3. Check for hot brakes; if brakes are found hot, follow local directives and applicable publications. •1.5.4. Confirm with the aircraft commander that egress and safety pins are installed as required. If Transient Aircraft personnel are not qualified on a particular type aircraft, verbally confirm with the aircraft commander that all systems containing explosive devices (such as egress, systems) are made safe. •1.5.5. Reserved •1.5.6. Required support equipment shall be connected to the aircraft as required and coordinated with the aircrew. •1.5.7. The aircrew shall be debriefed for required service and support requirements. •1.6. Processing Services. The contractor shall perform processing turn-around inspections, and services on all transient aircraft requested by the aircraft commander in accordance with the applicable aircraft technical order(s). The contractor shall initiate proper documentation as required for reimbursement as applicable. Transient aircraft with explosives ordinance onboard shall not be serviced until aircraft has been made safe by qualified personnel. Ensure compliance with AFMAN 91-201. Safe the gun systems mechanically and electrically before placing the aircraft on display. •1.6.1. Check and service engine oil as required. Check and service nitrogen, oxygen, hydraulics, fuel, oil and other systems as required or as requested by transient aircraft aircrew. Perform an overall visual inspection of airframe and components. Check for fluid leaks, damage, and other problems that may affect safety-of-flight. •1.6.2. Check tires and struts for condition and service as required by applicable technical data. •1.6.3. Check and document Air Force Technical Order (AFTO) Form 781 series or other aircraft forms, as applicable, for safety-of-flight discrepancies. •1.6.4. Check canopies and windscreens for serviceability. Clean as required. •1.6.5. Reserved •1.6.6. Perform other ground handling activities including but not limited to towing, mooring, and de-icing may be required in accordance with applicable aircraft instructions. •1.6.7. Secure aircraft that remain overnight. When weather conditions dictate, moor aircraft as required. •1.6.8. Operate support equipment as required. A visual inspection of each Aerospace Ground Equipment (AGE) unit and the applicable AFTO Form 244 shall be performed prior to use. •1.7. Departure Services: •1.7.1. The contractor shall perform departure services in accordance with the applicable aircraft technical order(s). •1.7.2. Brief the aircraft commander on any change in aircraft status. •1.7.3. Obtain and operate all necessary support equipment. •1.7.4. Assist crewmembers with preflight and engine start. •1.7.5. After departure, the contractor shall ensure all support equipment is returned to its proper location and will ensure the removal of all foreign objects from the parking spot. •1.7.6. Reserved •1.8. Emergency Support Services. When required, the contractor shall respond immediately to emergency situations. Emergencies are defined as an unforeseen occurrence, a sudden and urgent occasion for action, etc. These situations require quick action and sound judgment (e.g. secure/tie down Government-furnished equipment). Exam ples are: weather diverts in-flight emergencies, natural disasters, etc. •1.9. The contractor shall be notified of all TA in-flight emergencies, precautionary and ground emergencies as they occur and provide assistance as required. If Transient Aircraft personnel are not egress-qualified to enter the cockpit on that type of aircraft, towing will not be performed unless the flight crew and/or ground crew are present to assist in the towing operation. Situations that warrant assistance will be coordinated between the Maintenance section, Airfield Management and the aircraft owning unit. •1.10. Special Services. •1.10.1. Air Shows. The contractor shall be responsible for providing transient services for all visiting aircraft. The contractor may assist in launch and recovery of performing aircraft. Estimated hours worked outside normal duty hours in support of base air shows are calculated from the average requirement from the last three events. •1.10.2. Presidential Visits/Support. The Contractor shall perform all transient services, as required on all Presidential and support aircraft. 1.10.3 Emergency Locator Transponder (ELT). When requested by Base Operations or Air Traffic Control Tower, the contractor shall assist Base Operations with locating Emergency Locator Transponder (ELT) signals and report findings to Base Operations. 1.10.4 Assist GLJTTC with airfield preparations of aircraft movement surfaces i.e., FOD Boss and snow removal as needed and time permitting.
