- Solicitation Number: W900KK-15-R-TBOS Notice Type: Sources Sought Synopsis: The U.S. Army Contracting Command - Orlando, Operations (ACC-ORL-OPE) Echo Division is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for providing Engineering Support Services for Training Devices for the Transportable Black Hawk Operations Simulator (TBOS) Training Devices that support the Utility Helicopters Project Office (UHPO) aircraft programs which is PEO Aviation. The result of this market research will contribute to determination of an appropriate acquisition strategy for the Government. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. The purpose of this Sources Sought is to identify potential sources capable of performing: 1) Trainer maintenance and aircraft concurrency with respect to Pilot/Vehicle Interface (PVI); and 2) Maintain configuration management to support the H-60 Mission Design Series (MDS) training devices. This is applicable to the following UHPO Mission Design Series (MDS): UH-60M, HH-60M, UH-60L, HH-60L, UH-60A and HH-60A for Army, Department of Defense (DoD) agencies, Foreign Military Sales (FMS) and Other Government Agencies (OGA). The vendor must be capable of sustaining and maintaining the inherent H-60 MDS configuration over its lifecycle that maintains the inherent technical, suitability and functional performance, safety, reliability, sustainability and maintainability characteristics. The vendor must be able to travel to Huntsville, AL vicinity for training purposes and have access to the hardware. The vendor must be able to obtain and maintain personnel and facilities at the SECRET clearance level. The Government requires, at a minimum, that all software and hardware have Government Purpose Rights (GPR) and software development meets Capability Maturity Model Integration (CMMI) level III criteria and processes. The vendor must be capable of complying with the Safeguarding of Controlled Unclassified Technical Information clause in DFARS 252.204-7012, have a Cybersecurity program that follows the National Institute of Standards and Technology (NIST) Framework for Improving Critical Infrastructure Cybersecurity document at a minimum, and subsequent compliance assessments performed by the Government. The Government does not own the complete H-60 training devices technical data package (TDP) that established the current and baseline H-60 trainer configurations, including system/subsystems drawings, software source code or models and simulations. This Sources Sought is used for information and planning purposes only and does not constitute a solicitation. It is not an Invitation to Bid or Request for Proposal. No contract will be awarded as a result of this request. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. All information received in response to this Sources Sought that is marked quote mark proprietary quote mark will be handled accordingly and will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with responding to the Sources Sought. Sources Sought Requirements - Description of Information Requested 1.Provide company information including: a. Company name and address. b. Point(s) of contact including name, phone number, address, and email and length of time in business. d. Geographic presence. 2.Describe your organization's experience with similar efforts. 3. Provide evidence how the offerors would support the maintenance and aircraft concurrency with respect to Pilot/Vehicle Interface (PVI) of the trainer devices as outlined in this Sources Sought Notice: a. Technical Data Package (TDP) availability b. System Safety c. Pilot/Vehicle Interface Integration d. Inherent system performance and suitability e. Integrated Logistics Support (ILS) and associated documentation f. Facilities and personnel resources 4.Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, education, certification, and professional requirements and how often this information is obtained or updated. 5.Describe how your organizations Cybersecurity policy and practices align with the provided references. 6.Provide recommendations on benchmark skills or criteria used to evaluate quality analysis, including analytic tools and writing techniques. 7.Identify conditions or issues requested in the Sources Sought that cannot be met or may interfere with the intention of this project. 8.Provide any other pertinent information that will assist us in this assessment. 9.Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the UHPO, Program Executive Office, Aviation (PEO Aviation). Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 30 days from date of issuance. All responses under this Sources Sought Notice must be emailed to the Contracting Officer David Bremer at david.g.bremer.civ@mail.mil and copy the Contract Specialist at janet.maldonado.civ@mail.mil. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary.
