- Solicitation Number: W58RGZ-16-R-0011 Agency: Department of the Army Office: Army Contracting Command This is a Sources Sought announcement for market research purposes only. This is not a solicitation for proposals and no contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, anticipates a requirement for continued contractor logistics support (CLS) services for Government owned C-26 aircraft. The C-26 aircraft is a militarized version of the Federal Aviation Administration-type certificated Fairchild SA227-DC aircraft. The aircraft is powered by twin Honeywell TPE331-12UHR-701G turboprop engines. The current fleet consists of eleven aircraft based at ten (10) Continental United States (CONUS) locations and one (1) Outside CONUS (OCONUS) location. The procurement of CLS services will provide specific aircraft maintenance, repair, servicing, modification, parts, material, tooling, equipment and management to achieve the desired readiness level for the C-26 aircraft utilized by the United States Army National Guard (USARNG). The C-26 aircraft will support the USARNG in the movement of essential cargo and personnel to support peacetime, contingency, and Operation Freedom's Sentinel operations ranging from regional conflicts to war. A critical mission role for the C-26 aircraft includes worldwide transportation of key Department of Defense Commanders and supporting staff personnel. During contingency operations, the C-26 aircraft may contribute to intra-theater transportation requirements, support mobilization, conduct movement of critical cargo, and provide logistics support operations. The services include aviation maintenance and logistical support; heavy maintenance and overhaul; modification and integration; airworthiness, safety, and quality assurance; program management; and base operations support. Personnel required to perform these services include certified aerospace technicians, mechanics, logisticians, program managers, engineers, and quality personnel. The continuation of these CLS services is required as the C-26 mission cannot be accomplished by any other agency or platform should the aircraft be grounded due to lack of CLS support. The contractor is required to have a facility clearance of SECRET level of safeguarding. All deployed contractor personnel shall have or obtain a SECRET level clearance prior to actual deployment. This anticipated contract will be a follow-on to an existing contract in the FY16 timeframe for the continued provision of a highly specialized service and it is likely that award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and that competing this effort would result in unacceptable delays in fulfilling the Army's requirements as provided by the incumbent contractor, M7 Aerospace LP, CAGE Code 3DAW1. No Government Furnished Equipment or material will be supplied to a vendor to support replies to this RFI. If your firm believes it can satisfy this requirement based on the conditions identified above, reply to this announcement with the rationale to allow your firm to be included in the anticipated RFP. All interested inquiries will be considered. It is anticipated that any resultant contracting action in support of this requirement will be contracted for using Federal Acquisition Regulation (FAR) Part 15, Negotiation. Interested sources are requested to provide the following information: 1.Company name, CAGE code, address, point of contact, phone number, e-mail address, and business size (if small, provide type of small business). 2.Has your company performed this type of effort or similar type effort (to include size and complexity) in the past? If so provide Contract Number, Point of Contact (POC), e-mail address, phone number and a brief description of your direct support of the effort. 3.Documentation demonstrating the ability to perform contractor logistics support (CLS) services for Commercial Derivative Fixed Wing aircraft. 4.A brief description of the company's experience of contractor logistics support (CLS) services for Government owned C-26 aircraft. 5.Identification of issues, concerns, or contingencies (if any) that might hinder the company from providing a firm-fixed-price proposal, with cost reimbursable features, for the entire effort if requested to do so in a future Request for Proposals. 6.Identify your company's status in the Federal Government System for Award Management (SAM). 7.Do you plan to prime? Describe how you will either perform or subcontract for services required. Does your company possess the capabilities to provide the entire range of services called for in the above task list? 8.If you answered YES to Question #7, please provide specific capabilities and examples of how your company can provide these services. If you answered NO to question #7, please list what services in the RFI your company can provide. Please provide specific capabilities and examples. 9.Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of the effort. 10.What are the core competencies of your employees that would support the requirements of the effort? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements in the effort. 11.Do all the employees that would directly support this effort have a SECRET Clearance or higher? 12.Briefly describe your company's plan to assume control and operate the existing contractor logistics support (CLS) services for Government owned C-26 aircraft without any impact to ongoing operations. 13.Briefly describe your company's plan to provide logistics support to the existing Government owned C-26 aircraft so as to maintain a daily operational availability rate of 80% or greater. 14.Identify and describe your company's experience in preparing personnel for deployment and ability to comply with Army deployment requirements. 15.Describe your company's plan to conduct and expedite repairs to Government owned C-26 aircraft and ground support equipment. 16.Describe your company's plan to manage personnel deployment schedules and to react to unforeseen personnel shortfalls so as to not impact operational readiness. 17.Describe your company's plan to provide qualified field service representatives to deploy OCONUS as necessary on short notice to address aircraft and mission equipment issues. 18.Identify any specific mission capability changes (air and ground) your company would implement to improve existing Government owned C-26 aircraft CLS. 19.Indicate your company's interest in bidding on a solicitation in support of this requirement, if it is issued. The following questions only apply to Small Business respondents. Responses to the below questions shall be included in a separate section of the submission and will not be counted as part of the 25 page limit. 20.Statement as to whether or not your company is considered a small or large business. If your company is a small business, please indicate any socioeconomic classification (8(a), Woman-Owned, Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies. 21.Does your company meet the Non-manufacturing Rule? If so, how? 22.If you are a small business how do you select your partners and/or subcontractors? 23.Under the current SB recertification regulations, do you anticipate your company remaining a small business, under primary NAICS Code (488190)? 24.Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system?
