Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Network Contract Office (NCO) 19 is seeking a potential qualified contractor to provide the following: DRAFT STATEMENT OF WORK Education and Guest Services Data WIFI at the Grand Junction VA Health Care System CONTENTS I.Background II.Statement of Work/Requirements III.Performance I.BACKGROUND The contractor shall install equipment and maintain High-speed internet connection services. The internet service provider must be able to provide high speed internet access that is cable metro-E with minimum download speed of 10Mbps with multi-access Wi-Fi Hotspot for each designated location on the main campus of the Grand Junction VA hospital. The Wi-Fi internet services shall be installed in the following locations: See attached mapping. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain a WIFI system for the use of faculty and guest education needs. The goal of this SOW shall be to have a functional WIFI system managed by the vendor at the direction of the VA for the use of VA staff and patient education as well as the use by inpatient veterans during overnight hospitalization. II. SCOPE OF WORK/REQUIREMENTS: the contractor shall provide all necessary personnel, tools, equipment, and materials required to perform the tasks below. Project shall be completed in 5 phases within the base year of the contract. Phase 5 activities shall also be performed during option years. Phase One: Consisting of vendor identification of project manager and contact for VA representative to coordinate design and installation of infrastructure and hardware. Phase One must be completed before go live in phase 5. The following milestones shall be included in Phase One: "Project Initiation Phase (One to two weeks after the award) "Conduct a kick-off meeting with the VA team to review the Project Plan "Review the PWS, establish mutual expectations for delivery of this service, and agree on roles and responsibilities "Review project methodology, including milestones, communications, risk and issue tracking, action items, and reporting "Discuss and schedule wireless activities "Deliver and review initial predictive site survey documents "Review and annotate any changes or amendments to coverage requirements "Verification of the following with VA "IP Address ranges "VLAN requirements "Desired Cable color for patches and AP runs "Obtain permission to continue to Discovery and Design Phase Phase Two: Consist of vendor discovery and design, as well as VA approval of installation plan. Phase Two shall include the following milestones: "Review existing wireless architecture with RF spectrum analysis. "A complete RF assessment, subsequent diagrams, and reports based on AirMagnet and Ciscoindustry best practices for a RF site survey of this size. The vendor engineer shall use industry accepted spectrum/RF analyzers (including but not limited to AirMagnet Planner tool and Cisco Spectrum Expert). Vendor shall be scanning the proposed combinations of wireless spectrum including but not limited to single band 2.4 GHz, single band 5 GHz, or dual band 2.4 GHz and 5 GHz "The vendor engineer shall use an RF Analyzer within the buildings specified in this PWS to identify potential interference problems by recording and examining existing AP signals, channel usage, physical anomalies (reflective surfaces, microwave,etc), and AP power "The vendor engineer shall also test RF bleed-through from floor to floor "Vendor deliverables shall be the RF Map and the VGIA RF Recommendations Report "Vendor shall define wireless deployment configuration, layout, and dependencies for VA approval. "Document and validate findings with VA and seek and buyout from VA team on predictive survey adjusted for RF readings and results and VA feedback "Make adjustments and changes suggested by the VA team and based on any RF findings or coverage requirements adjustments "Obtain VA Approval to continue to the Implementation Phase Phase Three: Consisting of Installation and Implementation. Vendor staff installation to standard VA specification of air gapped fiber optic and copper pair cable installation from vendor contracted data hub to designated locations for WIFI signal use. Phase Three at a minimum shall include but not be limited to the following: "Vendor wireless team shall begin staging equipment during week one visit "Configuration of vendor security appliances "download all patches and security updates "enable cloud protection services (content and URL filtering, MAC address trending, and AV protection and all features and services) "Configuration and deployment of switches according to. This task includes IP addressing of AP scope, application of management APs, designation of AP groups, VLAN design for appliances, users and management purposes. "Vendor Engineers shall install and configure Cisco 5508 series or like controller(s) and perform the following tasks: oVerify successful boot-up and operation oVerify logins are working oSet system SNMP information per VA specification (location, contact, read/write strings) oConfigure interface IP addressing information per VA specification oVerify proper data network connectivity "Vendor Engineers shall then install the controller(s) and perform the following tasks: oInstall access points in locations with included mounting brackets according to results of site survey oInstall and mount the controller(s) according to VA requirements. oConfigure ports and interfaces oConnect power from customer-provided source in server room and run and new power infrastructure to IT closets or in ceiling. Power installation shall be complete per VA specifications as determined during discovery and design phase. Installation of power required above a single double plexus 120v 20amp outlet in server room shall be at the expense of vendor. oVerify successful power-up and operation oSet console and enable password per VA specification oConfigure interface IP addressing information per VA specification oConfigure WLAN interfaces (if applicable) oConfigure WLAN SSIDs (if applicable) oConfigure Access Points on the Controller oManage Controller Software and Configurations oManage User Accounts "Vendor Engineers shall install and configure proprietary appliances and perform the following tasks: oConfigure name, IP address, security levels on each interface oConfigure inbound/outbound NAT (if applicable) oConfigure ACLs oConnect ASA to LAN oConfigure primary and secondary ASAs oEnable LAN based failover "Vendor Engineers shall install and configure switches and aggregator switch: oUpgrade to new IOS oVerify successful boot-up and operation oVerify logins are working oSet console and enable password per customer specification oSet system prompt per customer specification oSet system SNMP information per customer specification (location, contact, read/write strings) oConfigure interface IP addressing information per customer specification oConfigure VTP, ISL/802.1Q Trunking, Etherchannel, port fast, root ports, uplink fast, backbone fast, duplex ports as appropriate oConfigure VLANs per customer specification oVerify proper spanning tree configuration oEnsure the switch is transmitting and receiving relevant routing/switching information as applicable oVerify proper data network connectivity "Vendor installation team shall provide Cat 6 horizontal wiring and fiber optic vertical as well as fiber optic cable between buildings then perform the following tasks: oInstall fiber optic cable and cat 6 cabling, jacks, surface boxes to house the jack, patch panels, patch cords, terminations, labeling, level 3 testing, consumables, fire stop. A minimum six foot patch cable shall be installed between the access point and the surface mounted outlet. oProvide nuts, bolts, and general hardware necessary for mounting. oProvide ladders and lifts as needed for installation team. oInstall AP's, covers, tamper kits (FIPS), documentation notes. oAll new copper cables to the outlets shall be run overhead in the space above the drop of the celling. Cabling shall be suspended above drop tile ceiling using existing cable tray or compliant hardware such as j-hooks so that no cables lay on the drop ceiling tiles. "Concurrently with task one, the vendor team begins physical cabling and termination of all APs identified during phase two design. "Vendor wireless engineers shall perform a post-site installation survey and shall make any necessary changes to the configuration, AP placement, overall design, power, and coverage capabilities if necessary. "Documentation Phase oVendor engineers shall begin creating documentation per the RFQ based on the VA's requirements. oAt this point Vendor shall make any necessary changes to the configuration, AP placement, overall design, power, and coverage capabilities if necessary pending VA approval of changes. oVendor shall perform a passive walk-through to validate the RF coverage of the VGIA installation. Vendor shall validate user data rate with acceptable signal to noise and power settings, and shall test for interference with existing medical center systems. Our draft VGIA Wireless Survey to VA shall include the following information: oMaps and description of the range boundary and distribution of signal, noise, signal/noise, throughput, physical layer data rates, frame retry rates, and packet losses oMaps and description of total interference from all sources oMaps and description of areas of over-provisioning oMaps and description of areas of frequent roaming or oscillation (thrashing) on access points oRecommendations to remediate observed wireless network defects oMethods by which system bandwidth can be "throttled" up or down per VA's needs "As indicated in a previous section, Vendor shall adjust design plan based on VA-approved Contractor recommendations to correct defects targeted by the VA. Vendor shall provide a final VGIA Wireless Survey demonstrating remediation of targeted defects. "After implementation, Vendor engineers shall conduct a VGIA system demonstration, both wireless and wired. Upon acceptance, we shall and turn over the solution including hardware and software licenses for final VA acceptance. The demonstration shall include: "Successful landing page guest authentication and internet access "Successful blocking of test web site "Configuration options for web content filtering "At this point Vendor shall make any necessary changes to the configuration, AP placement, overall design, power, and coverage capabilities if necessary. Phase four: Consisting of installation closeout and certification of WIFI system functionality in compliance with VA regulation for guest service access. Completion of this phase shall require evidence that signal strength and frequency does not interfere with any other VA system currently in use on GJHCS campus. Phase Four shall include the following milestones: "Review and receive signoff on our Guest Wireless Solution Summary Document Package and provide this to the VA "Deliver VA Acknowledgement and obtain signoff "Vendor delivery of labeled schematic drawings for all AP, cable pairs, Switches, fiber optic cabling, and controllers within 21 days of completion of system testing by vendor and prior to acknowledgment and sign off. Included in vendor provided documentation shall be: oDesign Documentation Package oEngineering Package (screen shots and backup of configurations) oHeat Maps oFloor Plan oProposed solution documentation oWireless LAN design based on the site survey oDocumentation of solution as deployed Phase Five: Consisting of vendor activation and support preparation for live use of system shall include the following. Phase Five shall also be the maintenance and management phase for the option years of this contract. "Training "Vendor engineers shall conduct system specific training regarding the site-specific configuration of the system to the Grand Junction POC and other staff as designated. Vendor shall conduct on-site training of designated site IT or Biomed personnel for the following: oPhysical installation and removal of Aps as needed oPhysical preparation of APs oUse of WCS in read only level of access for the purpose of reviewing system operational status, generating inventory reports and generating Rogue device reports oRogue device detection, locating, and classification III.PERFORMANCE a.System maintenance, patching, and operation of the hardware comprising the physical infrastructure and repair for problems requiring on site vendor repair shall be provided at vendor expense within 72 hours of identified system or equipment failure. Timeline shall begin from time of vendor help desk is notified by VA COR. Routine maintenance, patching, and updates shall be provided by vendor and coordinated with VA COR or POC. Help desk services provided by the vendor support staff shall at a minimum provide trouble shooting, remote system service, access control, and end user guidance based upon VA system administrator direction. b.Upon completion of installation WIFI services shall be available for use by VA staff and guest 24/7. System configuration and help desk support shall be provided to VA facility by Contractor personnel readily available 5 days a week via help desk service 0700-1900. END OF DRAFT STATEMENT OF WORK Prospective contractors must be authorized/certified to provide the required service, and must submit documentary proof when responding to this Sources Sought announcement. Important information: The Government is not obligated to, nor will it pay for, or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The anticipated NAICS code is: 517110, Wired Telecommunications Carriers, with a small business size standard of 1,500 employees. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA).
