Description
The U.S. Army Product Manager for Counter Explosive Hazard (PdM CEH) is seeking mature capabilities for route and area clearance detection of surface laid and buried explosive threats, including Improvised Explosive Devices (IEDs), landmines, and weapons caches. Mature capabilities are defined as Technology Readiness Level1 (TRL) of four or higher in Fiscal Year (FY) 2016. All modalities are acceptable, including but not limited to: airborne, vehicle-based forward-looking, vehicle-based downward-looking, and combinations of these modes. It is highly desired for any detection capability or combination of capabilities to support high rates of advance along routes. The Government intends to mount this capability to platforms currently organic to the US Army Route Clearance Platoon (RCP). Therefore, capabilities should not include any factors prohibiting this possibility. These platforms currently include the Husky Mark III vehicle, the Medium Mine Protected Vehicle (MMPV) Type II, The Buffalo/Mine Protected Clearance vehicle (MPCV) A2, and the RQ 20 PUMA Unmanned Aircraft System (UAS). Desired capability includes: (1) Detect surface-laid and shallow-buried, metallic, low-metallic, and non-metallic explosive hazards in a wide range of road surfaces and soil conditions. The probability of detection shall be 95% or greater for surface-laid explosive hazards, to include antitank landmines, IED's, UXO, and pressure activated trigger mechanisms. The probability of detection shall be 90% or greater for explosive hazards, to include antitank landmines, IEDs, UXO, and pressure-activated trigger mechanisms buried at depths down to five inches overburden. The probability of detection shall be 90% or greater for antitank landmines and IEDs buried at depths down to eight inches overburden. (2) Detect and mark deep-buried metallic, low-metallic, and non-metallic IEDs and caches. The probability of detection shall be 85% or greater for IEDs and caches buried at depths down to 48 inches overburden. Interested companies are requested to submit by 29 July 2015, a one-page executive summary of their proposed route and area clearance capabilities. The description should briefly discuss the technology maturity of the proposed capabilities; unclassified results of performance (if applicable), and other relevant information. The description shall use Microsoft Word, Times New Roman font, size 12.
