- 1. Background: The US Army Natick Soldier Research, Development and Engineering Center (NSRDEC) conducts research and development efforts for materials and systems offering support for the Warfighter. Multiple principal investigators are required to share equipment and often have requirements for the same equipment at the same time. In order to move the mission forward more efficiently and effective, increased capability is required for non-infectious medical waste and regulated medical waste containment. The work performed under this Blanket Purchase Agreement (BPA) will supplement the NSRDEC in-house work. 2. Requirements: Contract shall provide sharps containers for regulated medical waste and non-infectious hazardous waste to the biology labs on the third floor in Building 4. This shall be achieved on an as needed basis, with a credit card purchase through an approved BPA. The vendor shall provide a pick-up of these said sharps containers in the biology labs on the third floor in Building 4. The contractor's primary focus shall have two parts; the first part is the supply and the second part is the service. One contractor can be in charge of both the service and the supply, or one contractor can handle the service portion, and one contractor can handle the supply for a total of two contractors on this BPA. Because of changing regulations, biological labs are now required to have sharps containers for non-infectious waste, and regulated medical waste. Both types of waste are widely used in the biological labs on the third floor of Building 4. This BPA will allow the researchers to purchase both non-infectious waste containers and regulated medical waste containers on an as needed basis. In addition, this BPA will also allow for contractor pick up of these waste containers on an as needed basis. Both ordering and pick up will be done no more than once a month. This BPA shall cycle through the three vendors to maintain fairness in competition. b. Specific requirements: The vendor shall supply non-infectious medical waste and/or regulated medical waste containers to the labs. In addition, the vendor shall conduct pick-ups and removal of the sharps containers from post no more than once a month at their discretion. 3. Period of Performance: The BPA shall not exceed three (3) years. 4. Travel: The contractor shall be required on post once a month, for removal of the sharps containers. 5. Security: A security clearance is not required for this work. 6. Personnel Qualifications: a. General Experience. It is essential the contractor have an understanding and demonstrated expertise in non-infectious waste and regulated medical waste removal strategies and processing of these said wastes according to state and federal regulations. b. Specialized Experience: The contractor shall have demonstrated experience and understanding of non-infectious waste. Non-infectious waste must be collected in the non-infectious waste receptacles, removed from the installation and processed appropriately according to 105 CMR 490.00, 210 CMR 19.00, and 40 CFR 256. In addition, the contractor shall have demonstrated experience and understanding of regulated medical waste. Regulated medical waste must be collected in the regulated medical waste receptacles, removed from the installation and processed appropriately according to 105 CMR 480.00, and 49 CFR 173.197. 7. Government Furnished Equipment/Information/Computer Utilization: N/A 8. Other Direct Costs (ODC's): N/A 9. Deliverables: Specific deliverables will be delineated in each BPA call. The deliverables for this BPA will be to provide sharps containers and remove filled sharps containers from the installation. 10. Place of Performance: The performance for this work will be in at the Natick Soldier Research Development and Engineering Center (NSRDEC), Natick, MA. 11. Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective services performed in accordance with the requirements contained in the statement of work. 12. Invoicing: The Contractor shall bill against each task within the BPA call. All interested parties must respond by August 07, 2015 (1700 EST) to Steve Streeter at steven.e.streeter4.civ@mail.mil.
