- Description
- Justification and Approval (J&A) THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to award, on a sole source basis, a firm fixed price contract to Noble Consultants, Inc. The contract is required for completion of the remaining scope of work defined in the task order (W912P7-10-D-0002-0016), issued to Noble Consultants, Inc. This task order was issued under a properly synopsized and competed IDIQ contract. Through the issuance of the task order, Noble was required to perform specific and specialized engineering services in support of a single-purpose flood risk management project that is an element of the Coyote Creek and Berryessa Creeks flood control project authorized by Congress in 1990. Due to a combination of funding and contractual issues, the previous task order resulted in the accomplishment of a 60% design package. This action is identified solely as a means to complete the remaining 40% of the design. In the interest of transparency and to prevent any continued actual or apparent irregularities, the Government is pursuing the action identified herein to correct an internal administrative oversight. The work will consist of the completion of the remaining 40% design effort and will include: 1) Preparation of design submittals (90%, 95%, and 100%); 2) Addressing review comments (Agency Technical Review, Independent External Peer Review, Safety Assurance Review (Type II), BCOES review, and Union Pacific Railroad review); 3) Bid support; 4) Review of as-built plans; and 5) Preparation of OMRR&R Manual. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 10 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
