(8) Solicitation Number: W912BU-15-T-0052 (9) Close Response Date: August 7th, 2015 (10) Contract Point of Contact: Bruce E. Hayes. (11) Description: a. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b. The Solicitation Number for this acquisition is W912BU-15-T-0052. c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-83. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. d. This requirement is a Small Business Set Aside; the NAICS code is 336611, size standard is 1000 employees. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price job order for overhaul and maintenance of the Survey Vessel Cherneski. The contractor is to provide all labor, services and materials necessary to perform the work specified in the Statement of Work (SOW). Major work items associated with the overhaul and dry docking include, but are not limited to: Utilities and Services Miscellaneous Deck and House Repairs Multi-Beam Assist Replace Marlite Panels Manufacture Transducer Blank Replace Engine Mounts Miscellaneous Maintenance (IF directed) A/C unit Repairs f. The vessel is currently located at Fort Mifflin in Philadelphia, Pennsylvania. The Surveyboat CHERNESKI has the following principal dimensions: Overall Length: 47 feet-8 inches Overall Beam: 15 feet-0 inches Molded Depth (midship): 7 feet-3 inches Displacement (loaded): 21 long tons Draft: 3 feet-0 inches g. FAR Provisions and Clauses applicable to this acquisition are provided in an attachment. h. Contractors may download the attachments (including any drawings) and any amendments via the FBO web site. Hard copies will not be available and written or fax requests will not be accepted. Offerors are responsible for printing copies of the RFQ and any amendments. It is the offeror's responsibility to monitor the FBO web site for any changes. All quotes shall be submitted electronically by 1600 (4:00 PM) EST on August 7th, 2015 to Bruce Hayes at Bruce.E.Hayes@usace.army.mil. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and electronically submitted with the quote at time quotations are due. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FAR 4.11 and FAR 52.204-7. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing the following internet web site: http://www.dol.gov/vets/vets4212.htm. i. The period of performance is expected to start on or about 11 August 2015 and last for 30 calendar days. (12) Place of Performance: Fort Mifflin, 6400 Hog Island Road, Philadelphia, PA. 19453-5098 (13) Set Aside Status: Small Business Set Aside (14) Additional Information: a. MASTER SHIP AGREEMENT - Prospective contractors must have, or be capable of, entering into a Master Ship Agreement with the U.S. Army Corps of Engineers. Prospective contractors must also have a NAVSEA-approved drydock/graving dock, or be in possession of a signed and dated certificate from a Professional Engineer stating that the drydock facilities currently meet all of the requirements applicable to that type of drydocking facility listed in Military Standard No. MIL-STD. - Access to a capable shipyard and meet the minimum capabilities for doing ship repairs under a MSRA or similar contract vehicle. - Quotes from offerors requesting the use of non-NAVSEA certified drydocking facilities shall be accompanied by the following requirements: • A current independent detailed engineering evaluation and analysis (within one calendar year) of the proposed facility supporting its structural integrity and verifying that it is structurally and operationally safe. • A certificate signed by a person authorized to sign offers, verifying that the facility is presently safe • Engineering stability calculations in accordance with the above references verifying that the facility is presently safe • Use of a certified dockmaster, and a trained docking crew in accordance with the above references is required when using an uncertified docking facility b. LOWEST RESPONSIVE, RESPONSIBLE OFFEROR Award will be made as a whole to the lowest priced responsive, responsible offeror whose total proposal, conforming to the requirements listed in the statement of work (SOW), will be most advantageous to the Government. c. DELIVERY SCHEDULE Quotations which indicate inability to meet the delivery schedule as set forth in the Solicitation will be rejected as non responsive. d. PLACE OF DELIVERY Quotations submitted on a basis of other than F.O.B. place of delivery, as set forth in the specifications, will be rejected as non responsive. e. MILAGE RATE The Government shall evaluate quotes by adding in the cost of moving the Survey boat CHERNESKI from the location of the vessel at the time of award to the shipyard facility. Currently, it is expected that the vessel will be located at Fort Mifflin Project Office, Philadelphia, PA. 19153-5098. The applicable rate of $41.67 per nautical mile is hereby incorporated. The dollar rate per nautical mile will be multiplied by the number of miles from the vessel's location to each of the offeror's sites, and added to the total amount offered to determine the overall lowest evaluated price. f. QUESTIONS All questions must be sent, via email, to the Contract Specialist, Mr. Bruce Hayes, no later than 4:00pm EST on August 4th, 2015. Mr. Hayes' email address is Bruce.E.Hayes@usace.army.mil. Responses to questions will be posted on FedBizOps in the form of an amendment which will require all interested vendors to acknowledge that they have read the amendment. Each vendor package must include a signed Standard Form (SF) 30 should an amendment be posted on FedBizOps. The answers to all questions posed will be made available to all potential vendors on FedBizOps. g. RFQ PREPARATION AND SUBMISSION REQUIREMENTS The RFQ shall clearly address all of the information requested herein. Information submitted should be complete and provide a convincing case that the vendor can perform high quality work within schedule and budget constraints. Offers should be thorough yet concise. Offerors shall submit their quote/offer on the attached Schedule B. h. FINAL INSPECTION Final inspection of the vessel shall be completed at destination, and after Government personnel have an opportunity to test and operate the vessel. i. COST OF PREPARING RFQ RESPONSES All costs associated with responding to this RFQ are the sole responsibility of the responding company. j. SERVICE CONTRACT ACT Service Contract Act Wage Rates apply to this procurement.
