PDF of Presolicitation Notice Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT), Office of the Director, Office of Consumer Affairs (OCA), intends to sole source to: Legal Action Center (LAC) 225 Varick Street New York, NY 10014 CSAT/OCA seeks to obtain information and data that affect recidivism rates of persons with behavioral health conditions. Collection of this information will reveal which laws had the greatest impact on the re-entry and recidivism rates of ex-offenders with behavioral health conditions, beginning from 1970 to present day. To that end, CSAT/OCA is searching for the states with laws that broaden the rights of those in recovery from behavioral health conditions and that are most beneficial in the support of sustained length of time away from and out of the criminal justice system. CSAT/OCA would like the information to come from various HHS-identified regions. CSAT/OCA also would like to conduct two webinars outlining a regional approach to recovery-oriented support and service targeted to organizations that treat and support persons with mental health and substance abuse conditions. The end goal of this project is to provide the data evidence needed for CSAT/OCA to make improvements to re-entry strategies for prison and jail inmates with mental health and/or substance abuse problems. LAC is uniquely qualified to perform these services. Since its inception, LAC has fought to protect the rights of persons with substance use disorders, and continues to lead the way in expanding reentry services to help people succeed when they return home from incarceration. LAC has a long and comprehensive history of winning the rights to increase coverage for substance use services, including medication-assisted treatment (MAT). LAC fights nationwide for access to the full continuum of these services in the community and criminal justice system, and to put an end to discrimination against people with histories of addiction at the state and federal levels. LAC helped enact the Mental Health Parity and Addiction Equity Act (MHPAEA) requiring equal coverage of substance use and mental health care. Moreover, LAC's Criminal Justice Project reduces incarceration and promotes successful reentry through legal services and litigation, policy advocacy, technical assistance, and education. Due to this history of experience with state and federal laws covering the rights of persons with substance abuse problems and incarceration re-entry, as well as its advocacy for and work on behalf of these persons, LAC is positioned to provide CSAT/OCA with the required information. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA/CSAT/OCA is seeking in this proposed acquisition.
