Description
Replace Anacapa Island Dock Building, Channel Island National Park, Ventura County, California The National Park Service at Channel Islands National Park (located within Ventura County, California) has a requirement to replace the Anacapa Island dock building. The Contractor shall provide all supervision, labor, materials and equipment necessary to fabricate approximately 600 square feet of modular building units on the mainland. The Contractor shall deliver and install the units by joining the units at Landing Cove on Anacapa Island. Anacapa Island is approximately 14 miles from Ventura across the Santa Barbara Channel. There are no cranes available at the Landing Cove, no electricity, and extremely limited lay-down area. There are no dock or pier facilities for mooring in the cove. There are anchors in the cove to stabilize a vessel or barge, and there is a mooring can outside the cove that may be used for the duration of the on-site work. The project does not include demolition of the existing structure. The National Park Service will demolish and remove the existing structure and disconnect the utilities. The concrete landing that the modular units are to be placed upon must be properly prepared and have a fiber reinforced polymer applied prior to delivery and assembly of the units. The structural members of the modules are a glass fused to wood product. Anacapa Island will be closed to the public during the on-site work time period. Park employees must be permitted access through the installation site for periodic shift changes. Up to four workers may be permitted to stay in government-provided quarters that have very limited amenities during the on-site work. The National Park Service will provide an on-site representative for the work at Anacapa Island that will have access to telephone and internet, but the prospective Contractor is advised that there is no wifi, no hard telephone lines, and cell service is very spotty at best. The project range is estimated to be between $500,000 and $1,000,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 236220, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Work will include fabrication on the mainland followed by work on Anacapa Island. It currently is estimated that the mainland fabrication work may begin sometime on or after October 18, 2015, and is estimated to take no more than two months. On-site Anacapa Island work is estimated to take about one month, and the best weather for on-site work would typically be before the end of November. However, weather services are predicting an El Niño weather event, so depending on weather conditions the next best window for on-site work may be mid-summer 2016 at the earliest. In summary, the exact timing of work will be dependent on the weather and will be solidified after award as the weather conditions become known. The Request for Proposal (RFP) will be available on/about August 11, 2015 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price. Award is subject to the availability of funding at the time of award. It is highly encouraged that all interested Contractors attend the Site Visit to familiarize themselves with the remote island conditions and challenges of working on the ocean and on an island. As such, a Site Visit is scheduled for Friday, August 28, 2015, and a second identical Site Visit is scheduled for Monday, August 31, 2105. See Section L of the RFP (when issued) for more information. The boat for the Site Visit leaves Channel Islands Harbor in Oxnard, CA at 10 a.m. and returns at 5 p.m. Interested Contractors are responsible for reserving and paying for their own boat ticket transportation to the Site Visit at the Island Packer ¿s regular rates.
