- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND SHALL NOT BIND THE GOVERNMENT IN ANY WAY. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. This is not a solicitation announcement. This is a Sources Sought announcement only. A subsequent solicitation announcement may follow. Responses to this announcement will not be considered as an adequate response to any future announcement. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities. The Government requests information regarding whether or not vendors can provide the services identified in the attached Performance Work Statement and response to the questions below: Request for Information, Open Source Technical Support and Working Group Services for Department of Veterans Affairs Veterans Health Information System and Technology Architecture (VistA) 1.0Purpose The Department of Veterans Affairs (VA) wishes to accelerate its rate of innovation for the Veterans Health Information Systems and Technology Architecture (VistA), VA's Electronic Health Record (EHR) so that it may be better integrated with private sector components, technology, and outcome-improving impact. VA's VistA Evolution strategy, as elaborated in the VistA 4 Product Roadmap and VistA 4 Product Architecture, includes the creation of a structured, deliberate, and predictable migration path from our custom and proprietary EHR software to an openly architected, modular, and standards-based platform. To address this issue, VA requires support from an open source agent that opens the aperture to broader-based public and private sector open source contributions that can facilitate modernization of VistA as part of VA's VistA Evolution strategy. This effort is expected to drive VA achievement of the following objectives: 1.Facilitate EHR innovation consistent with industry best practices inside VA. 2.Release VA's captive dependency on any particular component or service and give VA access to the best available open source tools and solutions. 3.Reduce the costs and risks of reliable implementation (and integration) of new functional modules that improve VA VistA's capabilities and further interoperability with the Department of Defense (DoD) and private healthcare provider Electronic Health Record systems. 4.Measurably improve health outcomes for our nation's Veterans. This Request for Information (RFI) is to solicit information from potential Offerors who have relevant capabilities to perform the scope of services described in the associated Performance Work Statement (PWS). The goals of this RFI are to assist VA in assessing industry capabilities to support development of an acquisition strategy consistent with the PWS requirements. A summary of the scope of services required by VA is provided herein. The Contractor shall perform research and analysis of open source electronic health record (EHR) products and software code to facilitate VA's awareness and decision-making of open source product candidates for VA VistA Intake. The Contractor shall perform Capability Based Assessments (CBAs) to identify necessary VA EHR capabilities, identify open source product and software candidates that may fulfill the VA capability gaps, and determine the best approaches at achieving the desired VA capabilities and closing the gaps with available open source software and products. Based upon the Contractor's identification of VA open source intake candidates and VA's prioritization of the candidates, the Contractor shall conduct certification testing of any candidates not already certified. The Contractor shall develop a working group charter and facilitate VA VistA-focused Technical Working Groups (TWGs) within which various clinically-focused or technically-focused groups can be managed throughout their life cycle. The Contractor shall provide architecture visualization tools to assist TWG facilitation and decision-making. If exercised, the Contractor shall support an optional task for Transition Support. 2.0RFI Questions Please respond to the following questions in the submission of your RFI response. A.Describe your current type of involvement in the open source community specific to electronic health records (EHR) and your knowledge of and experience with open source and/or VA VistA. B.Please elaborate any potential Organizational Conflict of Interest (OCI) risk your organization may have in performing the scope of work described in the PWS for Open Source Technical Support and Working Group Services for VA VistA, taking into consideration potential software development support you're currently providing or planning to provide to VA and how you would intend to mitigate any such risk. C.Describe your capabilities to identify open source candidates by which to conduct the Capability Based Assessment (CBA) described in PWS 5.2.1. D.Describe your capabilities to provide infrastructure and tools for an open source code certification testing framework and how you intend to use those tools to perform the services described in PWS 5.2.2. E.Describe your capabilities to provide certification testing as it aligns to the services described in PWS 5.2.2. F.Describe your capabilities for proposed facilitation techniques and tools for use in performing PWS tasks 5.3.1 and 5.3.2. G.Please identify and elaborate upon proposed and relevant PWS tasks that may enhance the VA's ability to increase its intake of open source VistA code.
