Description
Background/Introduction: The purpose of the Acquisition Research Program (ARP) of the Graduate School of Business and Public Policy at the Naval Postgraduate School (NPS) is to strengthen Defense Acquisition through exploratory and applied research. The ARP provides leadership in innovation, creative problem solving and an on-going dialogue, contributing to the evolution of the Department of Defense (DOD) and Department of the Navy (DON) acquisition strategies and policies. Each year the ARP sponsors the Annual Acquisition Research Symposium, which brings 300 scholars, acquisition policy-makers, practitioners, and students to NPS to discuss the latest developments in acquisition research. The ARP built the original symposium management application (SMA) to support the operations of the annual symposium. The SMA supports the success of a multiple symposia (or conferences) by providing a single, streamlined, reliable system where calls for papers, reviews, scheduling, registration, final presentations, papers and communications resides. Because the SMA is a web-based application, it keeps the event planner connected to their network of speakers, reviewers and committee members. Scope: NPS has a requirement for contractual support services to rebuild a multi-tenant symposium management web application in Java using the PHP legacy system as the base requirement. The purpose of this rebuild is to bring the application to NPS servers; improve functionality and security. The contractor is responsible for the Java application architecture, design, site layout/user interface, database design/programming, application launch, testing, documentation and maintenance in accordance with industry, DOD/DON standards and best practices.
