Description
Performance-Based Work Statement (PWS) Maintenance and Repair (tune-ups) for Plating Rectifiers to include software improvements. SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-15-R-0047 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of 20,500,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Ogden Air Logistics Complex Contracting Directorate (OL:H PZIMB), is conducting market research to determine the existence of potential small business sources to provide services as required for maintenance expertise in support services. Specifically, the Contractor shall provide twice yearly factory recommended tune ups and minor repairs on 82 rectifiers and make required improvements to the control software. The requirement will be in accordance with the Performance Work Statement (PWS). This is in support of the 309th Commodities Maintenance Group (CMXG) located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in Sept/Oct 2015 timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is 5 November 2015 through 4 November 2018. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Please limit your submissions to five pages. Interested and qualified sources should provide the following information: •3.1 Company name, point of contact, email address, telephone and fax numbers, type of business and size. •3.2 Does your company have experience providing twice yearly factory recommended tune ups and minor repairs on 82 rectifiers and make required improvements to the control software. If so, please detail experience and scope of past experience. •3.3 What methods does your company utilize to calibrate rectifiers? •3.4 How long has your company been calibrating SCR 's and IGBT's? •3.5 Does your company have ICS programming experience? •3.6 The Government anticipates a 12 month base period with four (4) 12 month options. Does your company, as a potential offeror, see any risks or difficulties in fulfilling this period of performance? •3.7 If selected, your company will be required to provide support, on site, at Hill AFB to maintain the systems listed above as well as provide instruction to coworkers on the same subject matter. Does your company have the expertise and the staffing capability to maintain on-site support at Hill AFB for the proposed period of performance? Please explain. •3.8 What type of professional with what experience would you staff to meet this requirement? (e.g. Electrical Engineer, Computer Scientist, Configuration Manager) •3.9 Does your company have the adequate financial resources to perform the contract, or the ability to obtain them? •3.10 A list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance.
