- Assunpink Creek flows through a 490 LF buried double-celled reinforced concrete box culvert between South Broad Street and South Warren Street. The culvert consists of two cells 22'wide by 9' high, concrete bottom and walls, a roof structure of 8" thick precast hollow-core concrete deck slabs, and a topping of reinforced concrete of undetermined thickness. The culvert is covered with 3' to 6' of soil. The work consists of removing the culvert except for a segment approximately 40 LF in length near the Broad Street Bridge and constructing an open trapezoidal channel along an alignment that brings the creek away from the Capital Place One building and closer to Assunpink Drive. The new low flow channel will be constructed with a bottom width of 30 feet with 3H: 1V side slopes on the right side and 2.5H: 1V side slopes on the left side with an 8' wide bench along part of the length. The use of riprap and/or other bank stabilization methods will be necessary. Approximately 140 linear feet of post and panel (precast concrete) retaining wall (17-22' in height) and 70 LF of low concrete granite-faced wall (4.5' in height) will be constructed along the right bank in front of the Capital Place One (CPO) building. Access to the CPO building will be maintained at all times (including access off Warren Street) and may not be obstructed. Construction of the project will require the temporary relocation of eight (8) medium and low temperature hot water lines, two (2) chilled water energy utility lines, and two (2) communication lines that lay across the top of the existing culvert. The temporary relocation of these lines across the culvert will allow a 40' segment of the culvert to be upgraded with a new roof to support new permanent lines which are to be installed in the same location as the existing lines. This approach will keep the views of the historic Broad Street Bridge the same as currently exists and avoid any direct impacts to the historic bridge. Reinforced concrete wing walls will be constructed at the downstream end of the culvert remnant and also at the upstream face of the Warren Street Bridge to transition to/from the trapezoidal channel. Other work includes mobilization, structure monitoring, erosion and sediment controls, utility relocation, care and diversion of water, earthwork, clearing and grubbing, demolition, recycling and removal of concrete and soil, excavation, rock hammering, rock coring, stream restoration, riprap protection, installation of geotextile, foundation work and concrete construction, culvert roof replacement with new precast concrete roof slabs, seeding, mulching, tree and riparian zone planting and restoration, ornamental fencing, guide rail and landscaping. Work also includes brick patio construction, granite stair construction using recycled materials from demo of the existing site, storm pipe extension and storm pipe relocation with a new Manhole. The solicitation will include the following Options: 1) Concrete Chip Samples, 2) Install Bollard and Chain Fencing and 3) Install Ornamental Fence and Gate. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance FAR Part 14 Procedures Solicitation Number W912BU-15-B-0012 will be issued on or about 06 August 2015 with a bid opening date of 9 September 2015. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00 with a 365 calendar day performance period. The NAICS Code for this project is 237990 (SIC 1629) with a size standard of $36.5 million.
