The Contractor shall deliver fully functional, turnkey type facilities (without furniture). The work includes but is not limited to design, fabrication, delivery, installation, construction, and site work to support renovations that will ensure each building meets safety and accessibility requirements for individuals with disabilities, renovation of mechanical, architectural, and electrical features such as windows, doors, flooring, interior finishes, lighting, restrooms, and community areas, and any other work further described in the solicitation. The anticipated award date is on or about 31 August 2015 with a 365 calendar-day period of performance. Proposals will be evaluated utilizing Lowest Price Technically Acceptable (LPTA) Source Selection Procedures in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and all associated supplements. The project will be solicited under Full and Open Competition and will be awarded as a firm-fixed price construction contract. The contract will be awarded and paid in U.S. Dollars. Responses are desired from firms which demonstrate recent and relevant experience and past performance in design-build in Serbia, but expression of interests will be accepted from all interested parties. The qualifications of the Offeror along with the submitted price will be evaluated by the Government and award will be in accordance with Single-Phase LPTA Selection Procedures. In accordance with FAR 36.204, the estimated price range for this single-phase, design-build renovation project of the three (3) Daycare centers is between $250,000 & $500,000. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site www.fbo.gov. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. The solicitation will be issued on or about 22 June 2015. The solicitation will be issued free of charge and available electronically. Paper copies of the solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. USACE NAU will be conducting a pre-proposal conference and site visit on or about 30 June 2015 to provide detailed information concerning the requirements for contractors interested in submitting proposals. More detailed information will be provided with the solicitation.
