- RFI THIS IS A REQUEST FOR INFORMATION (RFI) ONLY- A solicitation is NOT available at this time. The Government will not award a contract on the basis of this RFI. The U.S. Securities and Exchange Commission (SEC) is seeking sources capable of providing support for Audio Visual and Video Teleconferencing (AV/VTC) Services. The primary objective of this RFI is to learn the current state of the industry, specifically in the areas listed below. 1. Vendor capabilities and expertise in AV/VTC services 2. Industry standard SLA measurements, metrics, and dashboard information 3. Current industry pricing drivers, options, strategies, and Indicative Pricing 4. Equipment ownership options and rationale 5. Architecture and engineering options and rationale Background The SEC currently has an extensive Audio and Video conferencing capability. These span from small, short impromptu meetings to large (hundreds of users), formal Video Teleconference sessions involving all the regional offices and non-SEC sites, sometimes lasting for several days. The SEC's video conferencing environment is primarily based on Polycom equipment, with an increasing utilization of WebEx. In addition to fixed Polycom installations, each location has several VTC systems which are portable and can be placed into conference rooms as needed. Additionally, many have a well-equipped conference room controlled with an AMX system. All AMX systems are standardized throughout the Commission and present a common look and feel to users regardless of location. All AMX systems can be controlled centrally. The SEC maintains two Polycom RMX bridges. VTC sessions are scheduled through the Polycom Resource Manager/Gatekeeper, and initiated by the RMX Bridge. H.323 is used as the communications protocol for all VTC sessions. This network supports 6,000 users in 117 VTC equipped conference rooms across the United States. In addition to the Headquarters location in Washington, DC, this includes offices in Atlanta, Boston, Chicago, Denver, Fort Worth, Los Angeles, Miami, New York, Philadelphia, Richmond, Salt Lake City, and San Francisco as well as a travel kit to support offsite events. Currently there are 10 - 15 Polycom Video Teleconference sessions (point to point and multipoint) per day, this is anticipated to increase to 20 during 2016. There are 30-40 support calls to the help line for AV/VTC questions per day. The SEC has multiple methods of conducting audio conferences. Internally using Cisco VoIP, on premise WebEx or Polycom AV Infrastructure, and externally through AT&T audio conferencing services. The SEC also maintains cable TV services infrastructure at Headquarters and regional office, including head-end equipment and cable boxes.
