- RFI Portable Chemical Toilets The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for Material Support Branch, G-4 Logistics, Marine Corps Base, Quantico, VA For Portable Chemical Toilets CONTRACTING OFFICE ADDRESS: 2010 Henderson Road, Marine Corps Base, Quantico, VA 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Materiel Support Branch (MSB), G-4 Logistics Division is seeking information for potential sources for delivery of portable chemical toilet support on Marine Corps Base (MCB), Quantico, VA 22134. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Current Contract Number: M00264-10-D-0009 Contract Type: FFP Currently, this contract supports five (5) different organizations on this base. List Place of Performance: The Basic School (TBS), Marine Corps Base Quantico VA Officer Candidate School (OCS), Marine Corps Base Quantico VA Weapons Training Battalion, Marine Corps Base Quantico VA Security Battalion, Marine Corps Base Quantico VA National Resources and environmental Affairs (NREA), Marine Corps Base Quantico VA REQUIRED CAPABILITIES: The ability to provide various types of portable chemical toilets to support the Materiel Support Branch (MRB), G-4 Logistics Division, Marine Corps Base Quantico VA. The mission is to provide basic facilities for daily use at the ranges and training areas. Periodically, additional (surge) units may be required on a short term notice, usually for 30-days, in varying quantities. Special events aboard the base may require uniquely configured units for VIP's or multi-stall units. The contractor shall provide 154 standard, single portable chemical toilets and 1 handicap, single portable chemical toilet to be available on a daily basis at approximately 42 training and range sites aboard the base. The contractor shall use commercial sanitation standards to furnish single, multiple or combination of units as specified within the task order. 60% of the on-site units will require weekly cleaning 1x, and 40% of the on-site units will require 2x weekly cleaning. The contractor shall provide additional units in support of expanded operational requirements (e.g. exercises, etc) in quantity order of 1-6, 7-11, 12 or more on an optional basis. The contractor shall provide these units in response to notification from the MSB, pursuant to contractual action, within 24-48 hours. Conventional health and cleaning standards will apply to the additional (surge) units. These units may be ordered for any duration of time. The contractor shall provide units for special events on an optional basis. These events may require additional standard single units and/or handicapped unisex units for short duration (e.g., <30-days) timeframes. Additional requirements may include up to 3 VIP units; up to 3 multi-stall units; and up to 3 hand washing stations. The contractor shall provide these units in response to notification form the MSB, pursuant to contractual action, within 24-72 hours. The contractor shall provide the necessary maintenance (e.g., cleaning, repair) services required to ensure the operation availability of all deployed units. Unscheduled maintenance services shall be provided at an hourly rate. The contractor shall ensure the units are stabilized and easily accessible when delivered. Units shall be maintained in a clean, sanitary and fully operational condition at all times consistent with commercial health standards. Units shall have no holes, chipped paint, etc., and be uniform in color at each site. Units shall be maintained with a constant supply of products readily available for consumption (i.e. toilet paper, hand sanitizer, soap, etc). All Federal, state and local laws regarding Occupational Safety and Health Standards Act shall be adhered to by the contractor in the handling of potential hazardous substances. The contractor shall immediately notify the MCB, Quantico Natural Resources and Environmental Affairs (NREA) Branch at (704) 784-0539 and shall thoroughly clean the contaminated area. When required, existing units shall be relocated within 24 hours notification by MRB. SPECIAL REQUIREMENTS (if required) Not Required. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 562119, with the corresponding size standard of $38.5 million. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all small businesses that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
