- NASA/ARC is hereby soliciting information about potential sources for BONE HISTOMORPHOMETRY TO DETERMINE EFFECTS OF RADIATION AND DISUSE ON BONE B. Background/History of requirement The Bone and Signaling Lab is conducting research to understand the effects of spaceflight conditions such as radiation and microgravity on bone. To draw meaningful conclusions, the lab is using a number of standard scientific techniques to measure the changes that occur in bones that were exposed to radiation or skeletal disuse. One of these techniques is bone histomorphometry, a set of measurements that allow bone researchers to determine how fast osteoblasts can form new bone and how fast osteoclasts can resorb it. Preparing bone samples for bone histomorphometery, staining of thin sections of bone and the ensuing image analysis require specialized skill sets, reagents and equipment which the lab currently does not possess. Hence, to be cost and time-effective, there is a need to outsource these services to qualified providers. Please note that as a specialty scientific technique, most qualified providers of this service are NOT part of for-profit entities. Rather, these providers are usually affiliates of academic institutions and are usually referred to as core facilities, mandated to advance scientific research by providing technical support and specialized expertise. C. Requirement Specifications Scientific requirements We shall submit 90 mouse bones (a combination of tibiae, vertebrae or femora) to the qualified provider. The provider must perform the following: 1. Processing/methylmethacrylate (MMA) embedding of bones 2. Sectioning of MMA blocks 3. Bone histomorphometry analysis of cancellous bone a. Measurement of spacing between fluorochrome labels to determine bone formation rate b. Measurement of osteoblast numbers/bone surface c. Measurement of osteoclast numbers/bone surface (via TRAP) Time requirement The Bone and signaling lab will submit the samples (either as one batch or in multiple batches) no later than three months from the time the PR is approved. The provider must be able to turn in the final results of bone histomorphometry analysis within 2 months from the time the last sample is submitted. Logistics requirements The provider must return any unused MMA blocks or sections to the Bone and Signaling Lab. D. Deliverables including the acceptance criteria (for determining whether or not the requirements are met) Deliverables include: 1. Bone embedded in MMA blocks 2. MMA sections 3. Bone histomorphometry results, specifically from a. Measurement of spacing between fluorochrome labels to determine bone formation rate b. Measurement of osteoblast numbers/bone surface c. Measurement of osteoclast numbers/bone surface (via TRAP) 4. Leftover MMA blocks and sections returned to the bone and signaling lab 5. Adherence to budgetary and time requirements as described above E. Period of performance (service) or desired delivery date (material or product) We require the provider to turn in the final results of bone histomorphometry analysis within 2 months from the time the samples are submitted. The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Bone Histomorphometry. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
