- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12-6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81, effective April 10, 2015. The US Department of Labor (DOL), Employee Benefits Security Administration (EBSA), Office has a requirement for Audio-Visual and Webcast Services to broadcast the 2015 EBSA conflict of Interest hearing on August 10, 2015 through August 13, 2015. All responsible vendors shall provide a quote in accordance with the Statement of Work (SOW) provided in the solicitation. Evaluation Criteria: The government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation meets or exceeds all of the criteria in the Statement of Work based on the Lowest Price Technically Acceptable (LPTA). This solicitation is all or none. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will not accept the quoted. All quotes shall be received via email, lamb.michael@dol.gov referencing the solicitation number in the subject line not later than July 28, 2015 1:00 PM local time, at Office of Procurement Services/USDOL, 200 Constitution Ave., N.W., S-4307, Washington, D.C. 20210; Attn: Mr. Michael Lamb. E-mail quotes ARE acceptable. Fax quotes will NOT be accepted. Quotations shall not be deemed received by the Government until the entire quotation is entered into the e-mail address inbox set forth above. Statement of Work (SOW) Contract Number: 1. Title: 2015 EBSA Conflict of Interest Hearing, Webcast & AV Services 2. Background The Department of Labor, Employee Benefits Security Administration (EBSA) mission is to assure the security of the retirement, health and other workplace related benefits of America's workers and their families. We will accomplish this mission by developing effective regulations; assisting and educating workers, plan sponsors, fiduciaries and service providers; and vigorously enforcing the law. Projects requested by and DOL its agencies are intended for various audiences, including DOL employees, congressional members, labor organizations, employer groups, educational groups and the general public. 3. Objectives: This task order will be funded to provide audio visual and webcast services to support the EBSA 2015 Conflict of Interest Hearing on August 10, 2015 through August 13, 2015. 4. Performance Requirements. 5.1 Task 1 - Pre-Production • Meet with EBSA and DOL/OPA in the planning of the webcast. • Setup 5.2 Task 2 - Production: • Location: 200 Constitution Ave NW, Washington, DC 20001 • Broadcast 9 AM - 5 PM EST (8 hours per day), 4 days not including setup/tear down • Provide on-site Videographer, Sound Engineer and Technical Director before and during the event • Provide captioning of webcast for entire conference. • Provide fiber optic "point-to-point" Audio/Video transmission line for any satellite uplink and/or internet streaming with encoding at vendor production facility. • The Audience needs to be excluded from the camera. It is permissible for the cameras to obstruct view of the room attendees • No PowerPoint slides • Teleprompter is not needed • An archived copy will be requested by MP4 for streaming on the DOL website (typical lower-third overlay captioning required) 5.3 Task 3 - Podium: • The podium will consist of 2 panels of people on stage at the same time (about 6 people per panel) • Maximum 12-13 people • Table top or wireless mics are acceptable, whatever is cheaper • Depending on space availability, flags and signs will be included 5.4 Task 4 - Audio/Speaker * Audio Speakers for hearing 6. Performance Standards/ Technical Responsibility: All work performed in this task order shall be performed under the general cognizance of Leyla Mansur and Nate Verwys as the Contracting Officer's Representative (COR). Mr. Verwys and Mrs. Mansur shall manage all work in order to: (1) ensure adherence to DOL video production standards and related policies; (2) ensure effectiveness of the project in meeting agency client objectives; (3) ensure that high standards of creative and production quality are maintained. Period of Performance The period of performance for this task order will cover from date of award through August 15, 2015.
