Description
NASA/AFRC plans to issue an Invitation for Bids (IFB) to revitalize radar and telemetry tracking infrastructure located at B4720 and B4982 at NASA Armstrong Flight Research Center (AFRC). The project will consist of a base bid and 7 options. The base scope includes replacement of electrical distribution systems, including generator and UPS systems, and installation of related infrastructure and equipment enclosures and pads to enhance power reliability at B4720 and B4982. Replacement and partial relocation of building HVAC equipment at B4892 and B4720, including computer room air conditioning (CRAC) units and providing direct digital controls (DDC) to tie into campus energy management system, and replacement of existing pump house with new skid mounted pump at B4983. Addiontionally, the option scopes include replace roof at B4892; replace Bore Site Building B4981 with new prefabricated metal building; replace water tank at B4720, including replacement of roof to facilitate tank replacement; upgrade UPS units at B4982 from 35 minute to 55 minute; upgrade UPS units at B4720 from 36 minute to 53 minute; replace existing fluorescent light fixtures with LED light fixtures at locations shown in B4982 and B4720; replace existing pump, tank and equipment enclosure at B4983 and replace 2000 gallon fire water tank at B4982. The order of magnitude for the procurement is between $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is a HUBZone small business set-aside. The NAICS Code and small business size standard for this procurement are 236220 and $36.5 million, respectively. The anticipated release date of the IFB is on or about Thursday, August 6, 2015 with an anticipated offer closing date of on or about Tuesday, September 8, 2015. The firm date for receipt of bids will be stated in the IFB. Drawings will be available to download with the solicitation over the internet. All responsible sources may submit a bid which shall be considered by the agency. There will be no charge for the solicitation documents. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.na sa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit time and location will be determined upon the issuance of solicitation. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
