FBO Post Title: Intent to sole-source purchase of Fuel Quantity Indicator (FQI), National Stock Number ( NSN) 6680-01-360-9451 SUBJECT: •2.0. Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Fuel Quantity Indicator (FQI), National Stock Number ( NSN) 6680-01-360-9451, and Part Number 20-246-01. ITEM DESCRIPTION The Fuel Quantity Indicator (FQI) is a system used on the Air Force UH-1N helicopter This aircraft is a utility helicopter that is used by the Air Force for missile site surveillance, nuclear convoy protection and search and rescue missions. All the parts of a UH-1N, except the fuselage, can be replaced making the end of life of the UH-1N indefinite. By extension, the requirement to purchase the fuel system is also indefinite. The FQI multiplexes and measures the capacitance of usable fuel in the two underfloor fuel cells and provides a bar graph display of the fuel volumes of the two cells. Each bar graph segment represents 10% of fuel capacity. Additionally, a four digit numeric field displays the total usable fuel weight of all five fuel cells. The entire display is backlit by four 28-volt white incandescent lamps and by four Night Vision filtered 5-volt incandescent lamps. An automatic calibration feature provides system dry calibration for improved accuracy, and compensates for FQI and cell unit tolerances between different systems. When power is applied, the FQI initializes its internal parameters and reads the factory or zero calibration constants from internal Non-Volatile Memory (NVM). The FQI performs a Built-In-Test (BIT) of the FQI and cell unit wiring and assures a valid fuel weight display. All segments of the display remain energized until fuel quantity measurements are valid. T he indicator reads 1880 for about 10 seconds before the actual fuel reading is displayed and cell unit wiring BIT procedures are completed. A BIT reporting feature allows easy review of errors and rapid maintenance diagnostics. A list of previous errors and total usable fuel weight is retained at power down in the NVM. Fuel quantity transmitters are located in the aft center cell and in the front and rear compartments of both underfloor fuel cells. The fuel level in each tank is measured every 1.5 seconds. The fuel in each tank is computed by the microprocessor using the measured capacitance of the tank in conjunction with predetermined empty and full capacitance values. This computation results in a percent full value that when multiplied by the value for a full tank gives the current fuel tank quantity. Impediment to Competition: The original equipment manufacturer for this item is Ontic Engineering and Manufacturing (CAGE 45934), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Ontic Engineering and Manufacturing is the only known source with adequate knowledge of the FQI performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Ontic Engineering and Manufacturing for the manufacture of the FQI in support of the UH-1N helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 7 August 2015 to Brandy A. Curles via email ( brandy.curles@us.af.mil ). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
