- Pulsed Photo Stimulated Luminescence System TITLE: Sources Sought Notice FDA SS-1152811 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 Employees. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND: The Food and Drug Administration's Office of Acquisitions and Grants Services have a requirement for a pulsed photo stimulated luminescence system. The need for pulsed photo stimulated luminescence system is to allow for rapid analysis and detection. A photo stimulated luminescence system will help to ensure better quality data and results. The pulsed photo stimulated luminescence system shall have or meet the following requirements: 1. Pulsed photo stimulated luminescence instrument in USB/Windows format. 2. The instrument shall meet all of the requirements set forth in EN13751 "Detection of irradiated food using photo stimulated luminescence." 3. A pulsed Infra-Red source comprising of an array of infra-red light emitting diodes (IR LEDs) which are pulsed symmetrically on and off for equal periods. 4. Photo stimulation at 880 nm in synchronous 15 microseconds on/off pulses with digital lock in photon counting. 5. A UV-VIS Anti-Stokes Luminescence detector. 6. Photo stimulated luminescence (PSL) is detected by a high gain, low background, bialkali cathode photomultiplier tube (PMT) operating in the photon counting mode. 7. Optical filtering is used to define both the stimulation and detection wavebands 8. Typical performance a. System background at 20ºC, typical: 50cs-1, maximum: 150cs-1. b. Counter pre-load: 256 counts c. Threshold for "Positive" indication: 5000 counts 9. Data logging computer and all associated interface cables and software programs required to operate the instrument. 10. The system shall work seamlessly (single point interface) with included software. 11. Validated and calibrated system. 12. Reference materials for daily checks and traceability. 13.
