- Scope of Work: U.S. Army Product Manager Force Sustainment Systems (PMFSS) is continuing its market research regarding industry's interest and capability in providing up to 250 Expeditionary Solid Waste Disposal Systems (ESWDS). PMFSS reviewed the information received from Sources Sought Notice Number EXPEDITIONARY-SOLID-WASTE-DISPOSAL-SYSTEM, which was posted in December 2014, and PMFSS worked with its Army customers to refine the requirements for ESWDS. Attached is the resultant DRAFT Performance Purchase Description (PPD) for ESWDS, which contains the latest, refined performance requirements. This not a request for proposal. This notice is to gauge industry interest and capability given the revised requirements, and to welcome comments on the PPD. The following are some key changes in requirements that have occurred since the original Source Sought Notice: The requirement to limit fuel use to 500 gallons per week has been deleted. Rather than skid-mounted or trailer-mounted systems, the ESWDS must be furnished with and integrated with containers that meet requirements of International Organization for Standardization (ISO) for freight containers. Effective transport and deployment of ESWDS is more critical than batch volume capacity. The ESWDS shall use incineration to treat the waste, and the system shall not attempt to recover, reuse, or convert the heat and energy of incineration. Waste to energy capability is not sustainable at an expeditionary camp. Information of interest: PMFSS appreciates vendors' interest in this notice. For those sources interested in responding, answers to some or all the following questions will help with further acquisition planning: 1) What, if any, comments do you have on the DRAFT PPD?; 2) What is your level of interest and capability in delivering the ESWDS given the DRAFT performance requirements?; 3) what, if any, changes to your standard commercial materials or processes are needed to comply with the DRAFT PPD?; 4) what are the limitations of incineration, if any, in treating the specified waste mixtures, accidental loading of stray small arms ammunition, or issues with treating compacted waste as specified in the DRAFT PPD?; 5) What, if any, commercial codes or standards do you typically apply to the stack's stability in high winds or seismic activity?; and 6) Are you a small business or a large business and are you registered under NAICS 562213 in System for Award Management at https://www.sam.gov/portal/SAM/#1 ? Comments on the DRAFT PPD may be written directly on the document. Otherwise, responses should be in Microsoft Word 2003, Microsoft Word 2007, Adobe Acrobat 9 compatible format, or scanned PDF files.
