Description
This modification is to provide for Questions and Answers. No other change has been made. 1. Question: This RFI is very similar to Sources Sought Announcement W56KGU-15-R-0019 submitted in February 2015. What is driving the requirement to resolicit this sources sought? Response: This RFI includes the draft PWS. The PWS encompasses the entire scope of effort that the contractor will be required to perform. 2. Question: Please provide detailed rationale regarding Question (1) Financial Capability? The Scope of work does not seem to require this. Response: Financial capability requirement is no longer necessary and can be eliminated from the source sought announcement. 3. Question: For work performed at the government site, are all software licenses, especially for engineering applications, provided by the government? Response: Yes, for work performed at the government site, all software licenses are provided by the government. 4. Question: What engineering applications will the contractor be required to license? Response: The contractor will not be required to provide software licenses. 5. Question: Section 5.2.2 Engineering Data Hosting specifies the use of a DIACAP certified offsite Windchill repository. Will an existing Windchill repository be used, or is the contractor expected to establish a new repository? Response: An existing repository will be used. The contractor is not expected to establish a new repository. 6. Question: Section 5.2.3 Virtual Prototyping specifies a 3D Virtual Immersive Environment. Will the 3D Virtual Immersive environment / capability only exist at the government site? Response: Yes, the 3D Virtual Immersive environment/capability only exists at the government site. 7. Question: The SSA requests quote mark evidence of a fully functioning web based Material Purchasing System quote mark. PWS Section 5.8 specifies in great detail, requirements for a web-based material Purchasing System and its use. Please elaborate on the detailed rationale behind this purchasing system requirement. Is it expected that the contractor material purchasing system will be used for the procurement of all materials, including those required for the work performed at the government site? Response: The Material Purchasing System will be used for the purchasing of materials in support of efforts as described in the PWS and must be fully functioning at time of award. The PWS provides examples of materials that may be purchased. The purchasing system must provide government designated users with the ability to place, monitor, track, review and approve purchase orders via a web-based system. The purchasing system must also provide near real-time financial management support and order tracking. As materiel requirements are often schedule drivers in the time-constrained and highly variable systems prototyping process, the Contractor must perform purchasing support activities in a timely manner so as to support the overall program schedules and delivery of systems to the field. The purchasing support can vary from routine to quick reaction turnaround times. The contractor must be capable of: - issuing Requests for Quotes (RFQs) to vendor(s) within 24 hours from the initial Government RFQ request - issuing requests for 3 or more quotes unless Sole Source is justified - preparing and posting Sole Source Justifications and Brand Name Justifications as required - providing price quotes to the Government within 48 hours from issuance of the Contractor's RFQ to Vendor(s) - awarding purchase orders to Vendor(s) within 24 hours from the Government's final approval 8. Question: The latest Sources Sought notice has the question: (1) Financial Capability - Does your firm have the financial capability to withstand a negative cash flow of $15,000,000 per month? In a previous round of Qs & As from January 2015, it was stated that this requirement had been removed from the Sources Sought Notice. If the requirement still exists, can you please provide visibility into this requirement, i.e. is it a $15,000,000 negative cash flow for just one month before reimbursement, and will reimbursement occur within 30, 45 or 60 days? Is the negative cash flow anticipated for just one month, or will it be several months of negative cash flow? Response: This requirement is no longer necessary and can be eliminated from the source sought announcement. 9. Question: The Sources Sought Notice lists eighteen capabilities areas, with specific requirements given in a 55 page Performance Work Statement (PWS). However, the Sources Sought limits the size of our capability packages to ten pages. We respectfully request that the ten page size limit to the capability package be increased. Response: This requirement can be increased to 15 page limit. 10. Question: We are confident that there are more than two small businesses meeting NAICS Code 541330 standards, which are capable of meeting/ exceeding the capabilities called for in this opportunity. With a size limit to the capability packages that will be submitted, we are concerned that the capabilities review may be relying on too small a set of descriptions, and that based on this very limited information, the government may conclude that there were not two or more qualified small businesses responding to the Sources Sought notice. Will there be an opportunity for responding small businesses to meet with your evaluation team and discuss qualifications, or to respond to any questions that may arise during your small business set-aside evaluation? Response: No, there will not be an opportunity to meet with an evaluation team. This is a request for interested vendors to submit capability statements. The capability statements will be reviewed by the Government.
