Description
High Capacity Microbalance TITLE: Sources Sought Notice FDA SS-1149280 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 Employees. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND: The Food and Drug Administration's Office of Acquisitions and Grants Services have a requirement for a high capacity Microbalance. The Agency needs to purchase a microbalance in order to weigh small amounts of chemical standards into volumetric glassware. The microbalance will be used for generating stock standards for routine analytical work and for providing secondary verification of commercially purchased standards. Without this purchase, the Agency will not have an accurate balance for weighing small amounts of standards for routine work. The salient characteristics the microbalance shall meet are as follows: • The microbalance shall run on 110-120 VAC electrical supply. • If recommended for operation, the microbalance will include all necessary power conditioning or smoothing components needed to provide a stable electrical supply to the balance. • The microbalance shall be supplied with a residual vibration damping block (or weighing block) made of marble, stone or other synthetic substitute that is large enough to accommodate the footprint of the microbalance. • The microbalance shall be able to handle at least a 50 gram vessel tare weight so that chemicals can be weighed in the range of 5 mg - 100 mg directly into the vessel. • The microbalance shall include a solid weighing pan, a perforated or grill-like weighing pan, and if available, a pan that can accommodate small volumetric flasks in a tilted position. • The microbalance shall have an opening in the weighing pan area of at least 11 centimeter tall and 3.5 centimeters wide so that a standard 10 milliliter volumetric flask can be placed on the weighing pan. • The microbalance shall be able to support weighing precision specifications of 0.1% (USP weighing specifications) at the maximum 3 milligrams. • The microbalance shall be supplied with recommended devices, attachments, accessories, etc. that will minimize static electricity effects on the weighing process. • The microbalance shall be able to communicate to a printer so that actual weight, date and time can be printed directly from the balance. • The microbalance shall be supplied with a printer for printing weights from the balance. • The microbalance shall be supplied with all necessary cables, power supplies, etc. to connect the printer to the balance. • The microbalance shall be supplied with all software to control the balance, acquire weights and communicate with a printer. • The microbalance shall have a USB port and required cables so that a computer can be connected to the balance to acquired weight data. • The microbalance shall be supplied with at least one (1) daily verification weight in the range of 10 mg - 50 mg that is class 1 or E2 in accuracy. • The microbalance shall be supplied with a convenience kit that would include, but not limited to, a pan dust brush and plastic forceps. • The price shall include onsite installation, setup and calibration for the balance and printer so that the unit is immediately usable after installation. • The price shall include a separate Contract Line Item Number (CLIN) for Installation and Operational Qualification (IQ/OQ) that would be appropriate for a pharmaceutical lab-like installation. • The purchase price shall be quoted in US dollars. • A separate CLIN shall be included for all shipping and handling fees to installation location. • The system shall include a one (1) year full, onsite warranty on all parts, travel and labor for both software and hardware.
