Description
The Government is seeking sources that can provide highly specialized professional services and systems integration capabilities to perform high-end engineering services with core competencies in Processing, Exploitation, and Dissemination (PED) of multi-Intelligence, Surveillance, and Reconnaissance (ISR) data streams and data sets that support Command and Control (C2) and assigned / supporting assets. These PED and C2 mission command capabilities must be consolidated and integrated across multi-domain and security boundaries, legacy systems and architectures, support both fixed and mobile ground sites, and further facilitate global multi-domain information sharing, collaboration, and virtual comprehension of the battle space. The government requires the following minimum capabilities: An overarching modular Framework and Architecture with Government Purpose Rights and Government off the Shelf capabilities for Processing, Exploitation and Dissemination including Full Motion Video, C2 / Mission Command and Asset Management for archive and retrieval of ISR data collected from manned and unmanned platforms, as well as, the integration of all asset sensors from Blue Force Tracks to Red Forces activities (TTL, IC reporting, and Communications Intelligence [COMINT] and Geospatial Intelligence [GEOINT] capabilities). These overarching information exploitation and architecture capabilities must be able to resolve and disambiguate entities (persons, places, and things) in near-real-time and across historical (extant) data sets, including automated unstructured text entity extraction against trillions of records, integrated with three dimensional geospatial visualizations and custom user interfaces (UI) for link analysis and data visualization in order to provide virtual comprehension of the battle space. Areas of expertise required for ISR and PED / information exploitation and the consolidation and integration of all collected data, including message traffic, Full Motion Video (FMV) exploitation and dissemination, Signals Intelligence (SIGINT), captured digital media and data from sensitive site exploitations (computer forensics and biometrics tool and data integration), cyber analytics, cyber forensics, cyber security and certification, and tactical / mobile communications and networking, mobile ad-hoc networking (MANET). The highly specialized professional services require in-depth knowledge of mission specific, operational requirements for all intelligence disciplines, as well as, relevant operational expertise that is leveraged across multiple geographical locations CONUS and OCONUS. The Government requires specialized engineering services for a full motion video platform that records, archives and enables analysis at a scalable form factor. The platform is to embrace open source/open standards and be a Government Purpose Rights and Government off the Shelf capability. The platform is to be fully integrated into the Government's global architecture. The platform shall be capable of ingesting and processing 100 simultaneous video feeds and enable a user to view at a minimum 4 video feeds, view video clips, record video, create snapshots, annotate, all from a centralized repository. Products shall be made available for rebroadcasting, archiving, search and retrieval, and modified for additional post mission products. The platform shall contain geospatial mapping tool capable of processing 3 dimension models and real time streaming telemetry. The Government requires specialized engineering services to resolve massive near-real-time and historical (extant) data sets and to perform automated entity extraction of unstructured text for trillions of records. Any responding sources will have proven experience over the past 5 years in automated entity resolution and automated entity extraction for massive amounts of data in order to provide the user with virtual comprehension of all sources of information and operations. Specific systems engineering and services / capabilities required: Analyze motion dynamics of moving sensor feeds in order to determine which sensors belong to the same physical platform and accurately depict the combined / individual platforms with all associated metadata. Perform identity recognition (i.e., name disambiguation or the comparing of many instances of similar names in order to characterize them as unique entities) and relationship detection (e.g., does any entity have a verifiable relationship with another) across billions to trillions of records. Immediately match multiple platforms in the same place at the same time from various Ability to natively translate Geographical Combatant Command Systems data and traffic into Cursor-on-Target (COT) data. Provide capability to disambiguate names, places, dates, times, activity and organization Provide capability where information is automatically structured as concepts and relationships to reduce discovery times and improve our ability to understand content. Provide capability to store and retrieve all moving tracks, metadata, and associated sensor data (video, signals, and electronic warfare) into a robust and feature rich data warehouse that is integrated across the global framework and overarching architecture Ability to add context from relevant sensor and non-sensor-derived data Identify or allow user specification of associated patterns of activity, in order to provide sense making of very large amounts of information in support of decision making Immediately fuse data from sensor groups and output the resolved sensor feeds. Geo-statistical entity resolution and fusion of disparate data feeds with overlapping representations of physical platforms. An end-to-end secure data discovery and transport mechanism with active directory authentication and Kerberos communications security The Government requires continued support building and distributing three dimensional geospatial products. Any responding sources will have a proven track record of a minimum of 10 years of experience in Google Earth Fusion and building and distributing world-wide and mission specific Google Earth globes that are built with high-resolution imagery and elevation data. Specific systems engineering and services / capabilities required: Management and Implementation of Customized / tailored high performance compute cluster (HPCC) and secure enclaves / environments. Extensive experience managing Petabyte(s) of specialized storage (data warehouse). A distributed, parallel imagery processing cluster & software with low response time/high through-put imagery translation, integration, and fusion services. The expertise to produce and update geographically separate and domain unique world-wide appliances and integrated GIS and Data services across the enterprise. A capability using a topological data structure with data primitives on closed networks. Specialized processes and algorithms for the: 1) Integration of high resolution imagery, terrain, and mapping data (GIS information) into various web, client-based, and mobile applications. 2) Terrain/Elevation services, conversion, interpolation, mosaicking Light Detection and Ranging (LiDAR) compression, Government Purpose Rights (GPR) National Imagery Transmission Format (NITF) to American Society for Photogrammetric and Remote Sensing Laser (LAS) translator. 3) Visualization and storage of Operational graphics, Keyhole Markup Language (KMLs), and shape files 4) Specialized operational graphics and plug-ins: night time illumination and view sheds, combat operations ranges and timelines, predictive location indicators, etc. As part of the overarching information exploitation architecture and framework, the Government requires continued support in custom tools and data management collected / extracted from captured digital media forensics and specialized biometric tool integration, signals intelligence (SIGINT), cyber analytics and cyber network forensics. Any responding sources must have a minimum of 5+ years integrating digital media forensic and biometric tools, such as forensically sound data capture, extraction, triage, categorization and classification, and data visualization technologies. Responding sources must have demonstrated proficiency in applying advanced exploitation tools and techniques to rapidly derive actionable intelligence from all types of media. Specific systems engineering and services / capabilities required: Custom algorithm's to implement streamlined business / workflows and handle massive amounts of data to accurately capture, extract tag load, store, entity extract, augment, and entity resolve data into both specialized data warehouses and legacy USG systems Custom bootable Linux tools that are designed to extract information from computers, file shares, extract the data and create reports containing metadata and contents. A platform that remotely accesses media from any global location and forensically examining the contents while providing real-time support for follow-on operations. Enabling examiners to access media, triage files, identify files of interest and provide details directly to multiple stakeholders. Speaker and language ID application on a mobile computing device include audio segmentation and suppression for multi-channel and speaker samples Media compression algorithm integrated to identify common drive content (e.g. MS Office Applications, DLL files, Windows system files) and replaces it with hashes that link back to the original content allowing for later decompression The Government requires engineering and integration services for a multi-touch, common operational picture (COP) capable of visualizing present time-synchronized, multi-source intelligence (multi-INT) data products, including full motion video, on a three dimensional, geospatial visualization of OGC map data types. Respondents will have proven experience developing, extending and enhancing multi-touch COP software and plug-in frameworks from inception through testing and evaluation of software solutions on official Department of Defense contracts. Any responding sources will have a proven track record of a minimum of 5 separate contracts over the past 10 years working multi-touch COP software. The COP software shall utilize industry best practices of framework/plug-in software architecture and include a library of already developed tools and plugins that are available to the customer. Responding sources must have past experience developing and deploying data visualization software, common operational picture software with multi-touch, and web based and mobile applications solutions tailored based on specific user defined requirements. Mobile applications shall visualize user points of interest, FMV and offline/online maps. The overarching requirement and objective of this effort is to provide the Government a flexible and open framework that is cost efficient, feature rich, is easy to sustain and operate, modular in design so that it is interchangeable and severable. This framework must enable global information sharing / discovery and dissemination. Respondents must have the past performance and experience in consolidating multiple software applications and legacy systems into a common and secure framework This is not a request for proposal. This information will be used for market analysis to determine what currently exists. This notice should not be construed as a request for proposal or any obligation on the part of the U.S. Government and no award will be made from this announcement. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity to which PEO-EIS releases and/or disseminate the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information.
