- This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals or quotes. The purpose of this Notice is to obtain information regarding the availability and capability of a qualified vendor/contractor who can provide the resources and services necessary to display signage at the TD Garden and on the scoreboard; 4th level LED display at all Boston Bruins and Boston Celtics games using other than full and open competition procedures pursuant to the authority of the Federal Acquisition Regulations (FAR) 13.106-1(b)(1). VISN 1, one of twenty-one Veteran Integrated Service Networks across the country oversees the provision of health care for enrolled Veterans in the states of Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, and Vermont. This request for signage and digital advertisements for implementing an effective outreach to Veterans residing within New England. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. The Department of Veterans Affairs VISN 1 Director's/Business Office intends to solicit and enter into a contract with such qualified vendor/contractor that can furnish the listed responsibilities. The intended Period of Performance is August 13, 2015 through August 12, 2016. THIS NOTICE DOES NOT GUARANTEE A SOLICITATION WILL BE ISSUED AS A RESULT OF THIS SOURCES SOUGHT NOTIFICATION. THIS SOURCES SOUGHT NOTIFICATION IS FOR FACT FINDING PURPOSES ONLY. Any information provided by interested parties will be evaluated and used to determine if competitive small business opportunities exist. This notice does not bind the U.S. Government. The Government will not pay for any information submitted as a result of this sources sought. Proposals will not be accepted at this time. General Statement of Need Title of Project: Digital Media and Signage Scope of Work: The contractor shall provide the resources and services necessary to display signage at the TD Garden and on the scoreboard and 4th level LED display at all Boston Bruins and Boston Celtics games. Performance Period: The contractor shall deliver services between the dates of August 13, 2015 through August 12, 2016, unless otherwise directed by the Contracting Officer. Managing Agency: The VISN Business Office is managing this project. The Outreach Director, in consultation with the Contracting Officer's Representative (COR), shall be the contractor's principal point of contact regarding the execution of the contract's requirements. Interested vendors should submit to the contracting officer via email: 1) Statement of capabilities 2) Statement of business size status for NAICS code 541890 3) Statement of business socio-economic category, if any 4) Dunn and Bradstreet Number (DUNS) and 5) Proof of registration in the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM/. The information provided is NOT intended to be a solicitation for proposals but rather market research to locate a potential vendor/contractor to perform radio/TV/media advertisement as described above and determining their capability to meet requirements. All qualified and interested small businesses should notify this office by email to Darlene.Chase@va.gov no later than July 30th 2015 at 5pm EST. PLEASE NOTE: Phone inquiries will not be accepted at this time. This is NOT a Request for Proposals and does NOT constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this Sources Sought Notice if applicable.
